About this opportunity

The Pinellas County School Board is seeking a Florida licensed roofing contractor to complete a comprehensive roof replacement project for Buildings 5 and 6 at Bay Vista Fundamental Elementary School. The procurement, identified as Invitation to Bid #25-CR-044, requires removing the existing metal panel roof system down to the metal deck, removing sub-framing and insulation, and installing a new roofing system that includes 1" non-tapered rigid insulation, 5/8" plywood sheathing, self-adhered underlayment, and a new aluminum metal panel roof system. Bidders must be Florida-licensed roofing contractors with documented experience, including three comparable projects within the past five years and a minimum of five continuous years in business. The mandatory pre-bid conference was held on March 27, 2025, at 10:00 am, with electronic bid submissions due by 3:00 pm on April 10, 2025, through the district's OpenGov Procurement portal. The project follows State Requirements for Educational Facilities (SREF) within the Florida Building Code and has a specified 90-day contract period. Plans and specifications were prepared by A/R/C Associates, Inc., and the project will be awarded to the lowest responsive and responsible bidder meeting all specifications.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must comply with E-Verify requirements and undergo background screening, particularly for personnel who will have access to school grounds or interact with students. Insurance requirements are comprehensive, with contractors needing to provide General Liability, Automotive Liability, and Workers' Compensation Insurance, with coverage amounts varying based on contract value. For this project, contracts over $500,000 require $1,000,000 per occurrence and $5,000,000 general aggregate, with insurance certificates to be filed within ten working days of contract award. The estimated contract value is approximately $500,000, with potential unit price adjustments for replacing pressure-treated wood nailers and deteriorated metal decking. The project includes manufacturer warranties, including a 20-year materials warranty and a 5-year applicator warranty, with performance requirements ensuring wind resistance up to 73 mph and a watertight roofing system. Bidders will be evaluated on their ability to meet technical specifications, demonstrate relevant experience, and provide competitive pricing.
