About this file
This document is a comprehensive Bidders Q&A file for a roof replacement project for Bay Vista Fundamental Elementary School in Pinellas County, Florida. The project involves replacing the metal panel roof systems for Buildings 5 and 6, which includes removing existing roofing down to the metal roof deck, removing sub-framing and insulation, installing new 1" non-tapered rigid insulation and 5/8" plywood sheathing, priming and applying self-adhered underlayment, and installing a new aluminum metal panel roof system. The contract has a 90-day completion timeline, with a preference to finish before the upcoming school year. The project specifications require a Florida licensed roofing contractor and will adhere to State Requirements for Educational Facilities (SREF) within the Florida Building Code.
Pricing for the project is structured as a lump sum bid, with no provisions for material price increases after bid submission. The bidders received clarification on several technical specifications, including standing seam panel spacing (16" on center), installation of new wood nailers, and roofing color matching existing conditions. A contingency fee of 5% is applied to the base line item, and a manufacturer substitution request was denied. The project allows flexible working hours during summer (7 days a week), with restricted work times during the school year, and includes a designated laydown area east of Building 6. No additional costs will be considered for color selection if the owner chooses a premium color option.

Answers to Questions received for the roof replacement and designated repairs for Buildings 5 and 6 at Bay Vista Fundamental Elementary School
1. Can you please advise where the contractor staging area will be provided for this project?
a. There will be a laydown area to the East of Building 6, through a gate. If construction proceeds into school year at summer’s end, temporary fencing will be required to secure materials from children. This can be further discussed at the Pre-Construction meeting after bid award.
2. Can you please advise if any work on this project will be required outside of normal working day hours (Monday to Friday 8 AM to 5 PM)?
a. Summer hours will allow working 7 days a week if desired. Working hours during the summer will not be limited, unless other local non-school municipalities require otherwise. During the school year, school hours are 8:15 AM – 2:25 PM. During the school year, work cannot start until 2:45 PM.
3. Is this project to be completed during the summer?
a. The contract completion time is 90 days after notice to proceed. It is preferable to finish before the start of this coming school year.
4. Due to the discussions of tariffs with the current administration, can you please advise how any unforeseen material price increases will be handled?
a. This is a lump sum bid. Material prices after lump sum bid submitted will not be considered.
5. Will a working foreman qualify as full time supervision for this project?
a. No. The supervisor must be non-working to monitor work in progress without distraction.
6. Section 07 41 13 (2.4-B) says, “standing seams spaced twelve (16) inches on center…”. Are standing seams required to be spaced at 12” or 16” on center?
a. 16” on center.
7. Section 07 41 13 (3.7-C) says, “installed over the existing plywood sheathing”. However, all previous pages indicate no existing plywood sheathing. Please provide clarity.
a. There is no existing plywood. You are to install new roofing over new plywood sheathing as called out in all other locations.
8. Where plans show a wood nailer (typical detail note 41), is this an existing wood nailer that is to be re-fastened and re-used? Or does this indicate a new wood nailer?
a. This is a new nailer.
9. Are we to install new stucco anywhere? If so, please indicate where.
a. No.
10. Where plans/details contradict the spec, which is to prevail?
a. Depends on the incident. Typically, that which is of greater value prevails per AIA A201.
11. Has an asbestos survey been performed? If so, please provide it.
a. The school will have it.
12. Please confirm that only 1 layer of self adhered underlayment is required.
a. This is correct, unless a detail calls for stripping in a metal or other assembly component.
13. Bid form line item #4 contingency fee – Is this to represent 5% of only line item #1? Or is this to represent 5% of lines #1-#3?
a. It represents 5% of line item #1.
14. I would like to request an alternate manufacturer for the standing seam panels on the Roof replacement project 25-cr-044. Attached is the technical data from the submitted manufacturer, Metal Roofing Systems.
a. Substitution request is denied. There are already 11 other manufacturers listed, which is more than enough to be competitive.
15. The specification mentions the new metal roof to be “silver” in color. Silver is not a standard color choice, this is a premium color choice and has an increased cost. Is a color to be chosen from the standard color options, such as gray? Or should we include the cost of premium color options, such as silver?
a. Color to match existing. If owner selects silver, there is to be no cost added.
