About this opportunity
The Oregon Business Development Department is issuing a Request for Proposal (RFP) for a videography project to document and highlight the impact of its 2023-2025 Rural Opportunity Initiative (ROI) grant program. The procurement seeks a professional videographer to produce eight total videos: four primary videos of 3-5 minutes each and four corresponding 30-second social media versions. These videos will showcase communities, organizations, entrepreneurs, and projects from 19 existing grant recipients, with one video representing each of Oregon's regions. The project requires comprehensive video production services, including personnel, equipment, materials, translation services, and content creation, with at least one video produced in a language other than English. Proposals are due February 5, 2025, at 12:00 p.m. Pacific Time, with an anticipated contract term of 3.5 months and all project deliverables to be completed by June 15, 2025. The evaluation criteria will allocate 45 points for Project Implementation Plan, 45 points for Qualifications, and 10 points for Price and Value, with a total maximum budget of $45,000 for the entire project.
The state encourages participation from small businesses certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged, minority-owned, woman-owned, veteran, and emerging small businesses. While COBID certification is recommended, it is not a mandatory disqualification criterion. Proposers must be registered with Oregon Buys and the Secretary of State, with individual contractors also eligible to apply. The RFP includes several mandatory attachments such as a Proposer Information and Certification Sheet, a Responsibility Inquiry form, and a Certified Disadvantaged Business Outreach Plan. Contractors must comply with various state requirements, including tax laws, non-discrimination policies, and sexual harassment prevention guidelines. The contract includes insurance requirements of $1,000,000 for general and automobile liability, with potential contract extensions up to 6 months and provisions for fiscal record maintenance for 6 years following final payment.
