About this opportunity
Hillsborough County is announcing a sole-source procurement intent to award an ongoing, as-needed supply contract for Rock Asphalt to Blades Group LLC for three years at an estimated cost of $246,192, with challenges to the intended award due by June 3, 2026.
This is a non-competitive procurement under Section 3-205(2)(a) of the County's Procurement Policy. Blades Group LLC is identified as the only known provider of mined and bagged Rock Asphalt — limestone rock naturally infused with asphalt — in the Western Hemisphere. The material delivers three to five times greater cohesion than typical cold mix, substantially reducing raveling and extending repair longevity.
Contractors who believe they can provide the identified proprietary goods and wish to challenge the sole-source intent must submit clear and convincing information by June 3, 2026 through the EUNA Procurement submission portal. The County will evaluate properly submitted challenges solely to determine whether bona fide competition exists and whether to conduct the procurement as a competitive solicitation. Absent challenges by the deadline, award is likely to follow.
The County reserves the right to extend the contract period, adjust scope in response to changing conditions, and increase the award amount accordingly. An attached Departmental Materials Specification (DMS-9210) establishes comprehensive quality standards, testing procedures, and production requirements for native limestone rock asphalt aggregate, including Los Angeles abrasion and Micro-Deval testing, fluxing-material viscosity limits, and production-testing frequencies at minimum 1 per 300 tons for producer validation and 1 per 3,000 tons for County testing.
Opportunity text
Hillsborough County intends to recommend the award of a sole source procurement to Blades Group LLC for the ongoing and as-needed purchases of Rock Asphalt for three (3) years at an estimated cost of $246,192.00. Rock Asphalt is limestone rock that is infused with asphalt through natural occurrences and has a three (3) to five (5) times better cohesion than typical cold mix, resulting in less raveling (material loss under traffic), resulting in the repairs staying in place. This procurement is being made in accordance with Section 3-205(2)(a) of the County's Procurement Policy as Blades Group LLC, is the only known provider (mined and bagged) of this unique material in this hemisphere. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
