About this opportunity

The Colorado Department of Natural Resources, Division of Parks and Wildlife (Colorado Parks and Wildlife), is procuring comprehensive design and construction bidding documents for the modernization of the Roaring Judy State Fish Unit (SFU) Hatchery located near Gunnison, Colorado, through a qualifications-based selection process pursuant to Colorado Revised Statutes 24-30-1403. The scope of work encompasses four phases: Phase 1 (preliminary design), Phase 2 (final design), Phase 3 (bidding support services), and Phase 4 (construction support services), with deliverables including civil site surveying, geotechnical investigation, groundwater monitoring, water supply line reconfiguration, water treatment systems design, fish waste handling systems, design of a new enclosed hatchery building, site utility layout, backup power supply design, and liquid oxygen injection systems. The project also requires a small-scale hydrogeological assessment focused on evaluating the impact of increased flow rates from two specific well locations that Colorado Parks and Wildlife plans to modify. The Project Manager must hold a Professional Engineer or Architect license (with PE licensure acceptable from any U.S. state, provided all design drawings are stamped by a Colorado-licensed Professional Engineer or Architect), and the team must include at least one licensed engineer with experience in water and wastewater conveyance, treatment design, or aquaculture design. Evaluation criteria include personnel experience, topical experience across all four project phases, minimum qualifications (evaluated on a pass/fail basis), and previous experience with Colorado Parks and Wildlife. The procurement timeline includes a non-mandatory virtual pre-SOQ meeting on February 26, 2026, written questions due by March 6, 2026 at 5:00 PM MST, Statement of Qualifications due electronically by March 20, 2026 at 3:30 PM MST, SOQ evaluation from March 23-30, 2026, interviews with shortlisted firms during the week of April 6, 2026, contract negotiations during the week of April 13, 2026, and an anticipated Notice to Proceed on May 4, 2026, with design completion targeted for Winter 2026. Submissions are limited to 15 pages excluding appendices and must be submitted via secure Google Drive link, with requests for secure access required by March 18, 2026 at 5:00 PM MST.

Resident bidder preferences apply to this procurement, and Service Disabled Veteran Owned Small Business (SDVOSB) preferences of up to 5% are available, with SDVOSBs required to submit U.S. Department of Veterans Affairs certification documentation; however, Addendum 1 removed all SDVOSB set-aside language and preferential scoring provisions, designating this requirement as not applicable to this professional services RFQ. All proposing firms must be registered with the Colorado Secretary of State in good standing at the time of submission, and no cost estimates or price proposals are required as part of the Statement of Qualifications submittal. The construction budget is approximately $8 million, and if the contract value exceeds $100,000, contractor performance will be subject to evaluation and systematic recording in the state's Contract Management System, with provisions for debarment in cases of gross failure to meet performance measures. The contract will be structured on a time and materials basis at rates and costs to be negotiated with the selected firm, with an initial term and optional extension periods, contingent on satisfactory completion of work as defined in the Statement of Work, with a maximum total contract duration of five years from the effective date absent prior approval from the Chief Procurement Officer. The selected consultant must comply with all applicable federal and state laws, maintain comprehensive insurance coverage including workers' compensation, general liability, professional liability, and data protection insurance, and safeguard all state confidential information and personally identifiable information according to state security standards and HIPAA requirements where applicable.
