3.0 SCOPE OF WORK

3.1. Background

Colorado Parks and Wildlife’s hatchery system is comprised of 19 individual fish units across Colorado that breed, hatch, rear, and stock over 90 million fish per year. Of these 19 units, 14 operate as cold water facilities. The majority of these facilities are 70 to 100 years old; some are more than 100 years old. Fish hatchery technology and innovations have made many CPW facilities antiquated and inefficient compared to modern, newly constructed fish rearing facilities. As such, CPW developed a plan to overhaul and modernize the system in an efficient and effective way that will allow CPW to continue to meet the needs of anglers as well as continuing vital work on Threatened and Endangered Species recovery. Through a previous comprehensive study of the effectiveness of the current CPW cold water hatchery system (Hatchery Modernization, Phase 2), CPW evaluated all its cold-water facilities and has decided to embark upon adding a modernized facility at Roaring Judy SFU.

3.2. Project Goals and Objectives

This SOQ will demonstrate the selected consultant’s ability to take the project’s current Conceptual Layout forward to Preliminary Design, Final Design, and ultimately to developing bid-ready documents.

The Conceptual Layout shows the anticipated key components of the modernized facility and depicts facility configuration. CPW is aware that as design progresses and opinions of construction cost are generated, layout and equipment needs may warrant alterations. The main components (but not limited to) of the modernized facility that need design development are:

1. Civil site survey (topography, structures, utilities, etc.).

2. Geotechnical Investigation for foundation design.

3. Pre-Construction Shallow Groundwater Monitoring – To determine dewatering requirements.

4. Water supply line reconfiguration/replacement.

5. Water supply structures (e.g., vaults, pumps, valves, well rehabilitation).

6. Water supply treatment (e.g., debris handling, dissolved gas management, re-oxygenation/re-oxygenation).

7. Water supply bypass configuration.

8. Fish Waste Handling

9. Hydrogeological Assessment of Proposed well changes and impact on adjacent wells.

10. New enclosed hatchery building.

11. Site utility layout.

12. Backup power supply.

13. Liquid oxygen injection and potential supply storage upgrades.

3.3. Anticipated Scope of Work

The primary anticipated tasks for this project are listed below. It shall be noted that this list is not intended to be comprehensive, and a final Scope of Work will be developed during negotiations with the selected Consulting firm.

Phase 1 – Preliminary Design The purpose of the preliminary design is to ensure the proposed conceptual layout remains feasible, has addressed outstanding issues that may impact final design, is cost effective, and provides adequate detail to proceed to final design. Preliminary design documents will be designed to the 30% level and shall include, but not be limited to, providing project documents to assist with any permitting; final design; refining construction and operating costs; and identify any issues that will need to be addressed during final design.
