About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids through an Agency Request for Quote (ARFQ) for the Roane County Multi-Well Plugging Contract - Group A, a construction and environmental remediation project involving the permanent plugging and reclamation of eighteen (18) orphaned and abandoned oil and natural gas wells in Roane County. The contract encompasses three primary service categories: permitting for all eighteen wells, individual well plugging services, and wellsite reclamation, with each well identified by specific API numbers (47-087-00416, 47-087-00506, 47-087-04191, 47-087-04828 through 47-087-04849). Contractors are responsible for identifying and obtaining all applicable permits from state and federal agencies, including plugging permits from the WVDEP Office of Oil and Gas, right-of-way entry permits from the West Virginia Division of Highways, and any necessary permits from the U.S. Army Corps of Engineers, and must complete post-plugging methane emissions testing at sixty (60) days to verify successful plugging, with remediation obligations for any identified leaking wells. The solicitation is structured as a one-year term contract with potential for renewal through mutual written consent, limited to three successive one-year renewal periods. Bidders must submit pricing on a per-well basis for each of the three service categories and must acknowledge receipt of all six addenda to avoid bid disqualification. Critical dates include a mandatory pre-bid meeting on February 11, 2026, at 9:00 a.m. Eastern Time at the project site, technical questions deadline of February 13, 2026, at 2:00 p.m. Eastern Time, and a bid submission deadline of February 27, 2026, at 10:30 a.m. Eastern Time, with all bids to be submitted electronically through the wvOASIS Vendor Self Service portal at www.wvOASIS.gov to buyer Herminio David Robles at the Department of Environmental Protection, Office of Oil and Gas, 601 57th Street SE, Charleston, West Virginia, (304) 414-1155, or david.h.robles@wv.gov.

Qualified contractors must provide proof of a valid West Virginia contractor's license prior to contract award, submit a bid bond equal to five percent of the total bid amount with their proposal, and furnish both a performance bond and labor/material payment bond each equal to one hundred (100) percent of the contract value prior to award. All contractors are required to maintain commercial general liability and automobile liability insurance with limits of not less than $2,000,000 per occurrence, carry workers' compensation insurance where applicable, and comply with drug-free workplace requirements by submitting a signed affidavit with the bid. The solicitation documents do not identify set-aside designations, disadvantaged enterprise restrictions, incumbent contractors, or a specific budget range or award value, indicating that the procurement is open to all qualified bidders meeting the stated bonding, insurance, and licensing requirements. Liquidated damages of $1,000 per day for each working day beyond the specified completion period will be assessed, excluding approved extensions, and Davis-Bacon wage rate requirements do not apply to this contract. All work products and the resulting contract are public documents subject to disclosure under West Virginia's competitive bidding laws and Freedom of Information Act, with deliverables to be invoiced and shipped to the Environmental Protection Office of Oil and Gas at the Charleston address noted above.
