About this opportunity

Collin County is soliciting sealed bids for cement treated base and cement stabilized backfill road materials under IFB 2026-279, with bids due July 16, 2026 at 2:00 p.m. All materials must comply with Item #276, Cement Treatment (plant mixed), from the Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges, 2024 Edition — the core specification filter. The county maintains over 600 miles of roads and bridges.

The scope covers 24 line items: cement treated base (CTB) and two grades of cement stabilized backfill (CSB-1 and CSB-2) delivered to eight geographic zones, with approximate annual quantities ranging from 50 to 1,150 tons per zone, plus pickup options totaling 1,000 tons of CTB and 300 tons each of CSB-1 and CSB-2. Materials must meet 400 psi compressive strength at seven days for CTB and 350 psi at seven days for CSB, with specified Portland cement and aggregate standards. Delivery must occur within 24 hours of notification; pickup is available from the vendor's plant. For pickup bids, evaluation applies the roundtrip distance from the McKinney Stockpile (4361 North Central Expressway, McKinney, TX 75071) multiplied by the current IRS mileage rate.

The estimated annual contract value is $600,000. The contract term commences October 16, 2026 through October 15, 2027, with options to renew for two additional one-year terms upon mutual agreement, subject to budget approval beyond the initial year. Price adjustments may be requested at anniversary dates based on the Producer Price Index for hydraulic cement. Collin County reserves the right to award in whole or in part by line item or zone and to make primary and secondary awards.

Bidders must submit unit pricing on a per-ton basis including all hauling and fuel costs. The question submission deadline is July 7, 2026 at 12:00 p.m. No pre-bid conference or site visit is scheduled. Vendors must provide certificates of insurance: general liability at $1,000,000 per occurrence and commercial automobile liability at $1,000,000 combined single limit, with Collin County named as additional insured. Vendors must complete a Conflict of Interest Questionnaire, Form W-9, and Recycled Material Content Questionnaire and Affidavit.
