About this opportunity
The Colorado Division of Parks and Wildlife, under the Colorado Department of Natural Resources, is soliciting sealed bids for a capital construction project (S26PNW-8486) to complete roof replacement work at Yampa River State Park located in Routt County. The project requires complete removal and replacement of existing asphalt shingle roofing systems on four buildings: the visitor center building (3,219 SF), the Campers Services Building (4,636 SF), a picnic shelter (1,336 SF), and the maintenance building (4,909 SF), totaling approximately 14,100 square feet of new architectural shingles. Work includes tear-off and disposal of existing materials, selective replacement of deteriorated roof sheathing (estimated 320 SF), installation of underlayment and flashing, and all incidental materials and labor to provide a complete watertight roofing system compliant with Routt County building codes, wind load requirements suitable for 75 PSF snow load conditions, and current building code standards. A non-mandatory pre-bid conference was held on March 10, 2026 at 11:00 A.M. at the project site; written questions must be submitted by March 12, 2026 at 4:00 P.M.; and sealed bids are due by March 17, 2026 at 2:00 P.M. to Jeremy Gilliam at 711 Independent Avenue, Grand Junction, Colorado 81505. The contract performance period is 40 calendar days from the Notice to Proceed (tentatively April 27, 2026), with substantial completion targeted for June 5, 2026. The bid schedule contains four line items: mobilization/demobilization (lump sum), removal/tear-off and disposal (lump sum), roof sheathing repair/replacement (unit price per square foot), and new architectural shingles (unit price per square foot), with all estimated quantities subject to field verification by the contractor. Qualified contractors must demonstrate proof of insurance with minimum liability coverage of $1,000,000 combined single limit, commercial general liability insurance, automobile liability insurance, and builder's risk insurance; obtain all required permits and licenses; and acknowledge all addenda in their bid proposals.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs may receive a 5% bid preference on price. The project does not require a bid bond; however, Performance and Payment bonds are mandatory for the awarded contractor prior to contract execution. The project utilizes federal funds but is exempt from Davis-Bacon prevailing wage requirements, Build America Buy America provisions, Buy Clean Colorado requirements, and the 5 most costly goods reporting requirement. Liquidated damages are assessed at $250 per day for work not completed within the contract time. Contract processing is estimated to take 4-6 weeks after receipt of required documents including Performance and Payment bonds, insurance certificates, and W-9 forms, with notice of award expected on March 17, 2026. No specific budget range or award value is disclosed in the procurement documents; however, the requirement for Performance and Material bonds indicates the contract value is expected to exceed $150,000.
