About this file

This is Addendum 1 to the bid documents for roof replacement work at Yampa River State Park, issued by Colorado Parks and Wildlife's Northwest Region Office. The project involves roof replacements with a bid square footage of 14,100 square feet, though contractors are responsible for verifying actual measurements on-site. A non-mandatory pre-bid conference was held on March 10, 2026 at 11:00 AM in Grand Junction, Colorado. The question deadline is 4:00 PM on Thursday, March 12, 2026, with sealed bids due on March 17, 2026 at 2:00 PM at the Northwest Region Office (711 Independent Avenue, Grand Junction, CO 81505), with email submission accepted. The contractor has 40 calendar days to complete the project, with Colorado Parks and Wildlife intending to finish before peak seasonal use. Site accessibility for roof loading is available from multiple locations, and building access points can be temporarily closed with coordination from park staff. The contractor is responsible for obtaining all permits and closeout inspections. Addendum acknowledgment on bid proposals is mandatory, with failure to acknowledge potentially resulting in bid rejection.

The project does not require a bid bond, though Labor and Material and Performance bonds will be required from the winning bidder prior to contract execution. Required insurance includes Commercial General Liability, Automobile, Workers Compensation, Builder's Risk, and Pollution Liability. Payment will be made at unit prices for each bid item based on actual installed quantities per measurement and payment instructions in the Project Specifications. The project utilizes federal funds but is exempt from Davis-Bacon prevailing wage requirements, Build America Buy America provisions, Buy Clean Colorado requirements, and the 5 most costly goods reporting requirement. Contract processing is estimated to take 4-6 weeks after receipt of required documents including Performance and Payment bonds, insurance certificates, and W-9 forms. Contractors must submit a completed W-9 with their bid, and Service-Disabled Veteran-Owned Small Business (SDVOSB) certification may be submitted if applicable.
