About this opportunity

The City of Rincon, Georgia is seeking a Construction Manager at Risk (CMAR) for interim improvements to the Rincon Water Reclamation Facility (WRF) located in Douglas County. The project aims to increase the facility's treatment capacity from 1.0 to 1.4 million gallons per day, with comprehensive upgrades to influent pumping, flow equalization, aeration, ultraviolet disinfection, sludge handling, and chemical feed systems. Proposers must possess a valid Georgia Utility Contractor License and demonstrate the ability to obtain a $20,000,000 performance and payment bond from an A.M. Best-rated A++ surety. Mandatory qualifications include successfully completing at least three wastewater treatment plant upgrade projects exceeding $10 million, with experience in alternative delivery methods. A mandatory pre-proposal conference is scheduled for January 29, 2026, at 2:00 PM in Savannah, with contractor questions due by February 9, 2026, and proposal submissions due February 16, 2026. The evaluation will be based on project performance (15 points), personnel qualifications (15 points), safety performance (10 points), and preconstruction and construction approach, totaling 100 points.

The procurement includes Disadvantaged Business Enterprise (DBE) participation goals of 4.0 percent for both minority and women-owned business enterprises. The project is subject to American Iron and Steel (AIS) requirements, Build America, Buy America (BABA) Act compliance, and Davis-Bacon wage requirements. Funding will be provided through state grants, with a total project budget of $15 million. The CMAR will be compensated through a two-phase approach: a lump-sum preconstruction services fee and a Guaranteed Maximum Price (GMP) established through open-book estimating. The City reserves the right to add additional scope of work as the project progresses and may conduct interviews with proposers. The project timeline targets construction commencement on February 27, 2026, with Substantial Completion by October 31, 2026. The contract will be structured using AIA Document A133-2019, with the City retaining flexibility to modify the scope and add additional work at its discretion.

Opportunity text

The City of Rincon, GA (City) is requesting proposals from a Construction Manager at Risk (CMAR). The purpose of the project is to use funds granted by the state to make immediate improvements to the existing Rincon Water Reclamation Facility (WRF) to increase initial capacity and prepare for a future expansion. Due to the speed of the project, the City desires to implement the CMAR delivery method. Limited preconstruction services will be required. The City intends to enter into an agreement with the selected CMAR for preconstruction services and then immediately enter into a construction contract for a mutually agreed upon Guaranteed Maximum Price (GMP). This is not limited to a single GMP or scope of work. The Owner may elect to add additional scope of work as the project progresses at its sole discretion.
