About this file
This is a Request for Proposals (RFP) for Construction Manager-at-Risk (CMAR) services issued by the City of Rincon, Georgia Department of Water Resources for the Rincon Water Reclamation Facility (WRF) Interim Upgrades project. The City seeks a qualified CMAR contractor to provide preconstruction and construction services to increase the WRF treatment capacity from 1.0 million gallons per day (MGD) to 1.4 MGD and improve operational flexibility and reliability. The scope of work includes substantial upgrades to influent pumping systems, flow equalization, aeration, ultraviolet disinfection, return and waste activated sludge handling, gravity belt thickening, belt press upgrades, filtrate management, reuse water systems, chemical feed systems, and comprehensive electrical, instrumentation, and SCADA improvements. A mandatory Pre-Proposal Conference is scheduled for January 29, 2026, at 2:00 PM at Hussey Gay Bell's office in Savannah, Georgia. The deadline for contractor questions is February 9, 2026, and proposal submissions are due February 16, 2026. The City Council award of the Preconstruction Services Contract is anticipated for February 23, 2026, with construction commencement targeted for February 27, 2026, and Substantial Completion by October 31, 2026. All proposals must remain valid for a minimum of 120 calendar days.
The City's budget for the project is $15 million, with funding provided through state grants. Proposals will be evaluated based on project performance history, personnel qualifications and experience, safety performance, understanding of preconstruction and construction services, and acceptance of contract terms. Non-point rating items that are mandatory for responsiveness include debarment status certification, proof of a valid Georgia Utility Contractor License, and demonstration of bonding capacity of at least $20,000,000 from a surety with an A.M. Best rating of A++ or higher. The CMAR contractor will be compensated through a two-phase approach: first, a lump-sum preconstruction services fee negotiated during the preconstruction phase, and second, a Guaranteed Maximum Price (GMP) established through open-book estimating during the construction phase. Point-rated evaluation criteria include project performance (15 points), personnel qualifications and experience (15 points), and safety performance (10 points), with additional points allocated for preconstruction and construction approach and methodology. The successful proposer will enter into an AIA Document A133-2019 agreement for preconstruction services followed by a construction contract with a mutually agreed GMP. The project is subject to American Iron and Steel (AIS) requirements, Build America, Buy America (BABA) Act compliance, Disadvantaged Business Enterprise (DBE) participation goals of 4.0 percent for both minority and women-owned business enterprises, Davis-Bacon wage requirements, and employment eligibility verification under Georgia law.

Section 1.0 Introduction
The City of Rincon, GA (City) is requesting proposals from a Construction Manager at Risk (CMAR). The purpose of the project is to use funds granted by the state to make immediate improvements to the existing Rincon Water Reclamation Facility (WRF) to increase initial capacity and prepare for a future expansion. Due to the speed of the project, the City desires to implement the CMAR delivery method.
Limited preconstruction services will be required.
The City intends to enter into an agreement with the selected CMAR for preconstruction services and then immediately enter into a construction contract for a mutually agreed upon Guaranteed Maximum Price (GMP). This is not limited to a single GMP or scope of work. The Owner may elect to add additional scope of work as the project progresses at its sole discretion.

ARTICLE 1 INITIAL INFORMATION
§ 1.1 This Agreement is based on the Initial Information set forth in this Section 1.1.
(For each item in this section, insert the information or a statement such as “not applicable” or “unknown at time of execution.”)
§ 1.1.1 The Owner’s program for the Project, as described in Section 4.1.1:
(Insert the Owner’s program, identify documentation that establishes the Owner’s program, or state the manner in which the program will be developed.)
The City of Rincon owns, operates, and maintains the Rincon Wastewater Reclamation Facility (WRF), a 1.0 million gallons per day (MGD) municipal wastewater treatment facility located in Effingham County, Georgia. The facility provides secondary treatment with reuse discharge to a local golf course and a tributary of Sweigoffer Creek under
NPDES Permit No. GA0046442. The WRF was originally constructed in 2002 and has undergone multiple upgrades to address evolving regulatory requirements and operational needs.
Due to continued residential, commercial, and anticipated industrial growth within the City of Rincon service area, influent flows and loadings have increased and are projected to continue to rise. To address these demands, the City Is upgrading the plant to increase the treatment capacity of the WRF from 1.0 MGD to 1.4 MGD and to improve operational flexibility, reliability, and process efficiency.
The scope of work under this Contract may include, but is not limited to, the following improvements, as shown on the
Contract Drawings and specified herein. The facility shall remain fully operational throughout construction.
