Summary
This is a Request for Proposals (RFP) issued by the City of Rincon, Georgia Department of Water Resources for Construction Manager-at-Risk (CMAR) services for the Rincon Water Reclamation Facility (WRF) interim upgrades project. The City seeks proposals for preconstruction and construction services to improve the existing WRF, increase initial capacity, and prepare for future expansion using state-granted funds. A mandatory pre-proposal conference is scheduled for January 29, 2026, at 2:00 PM at Hussey Gay Bell's office in Savannah, Georgia. The deadline for contractor questions is February 9, 2026, with proposal submissions due February 16, 2026. The City Council is expected to award the preconstruction services contract on February 23, 2026. The RFP emphasizes expedited project delivery through the CMAR method, with limited initial preconstruction services followed immediately by a construction contract with a mutually agreed upon Guaranteed Maximum Price (GMP). The City reserves the right to add additional scope of work as the project progresses at its sole discretion.
Proposers must submit proposals electronically and are limited to approximately 20 pages. All proposals must remain valid for at least 120 calendar days. As mandatory requirements, contractors must possess a valid Georgia Utility Contractor License, demonstrate the ability to obtain a performance and payment bond of $20,000,000 from an A.M. Best-rated A++ surety, and have successfully completed at least three wastewater treatment plant upgrade or expansion projects exceeding $10 million in contract value within the last ten years, each including installation of major process equipment and supporting systems. Contractors must also demonstrate completion of at least three projects using alternative delivery methods (Progressive Design-Build or CMAR). Evaluation will be based on project performance, personnel qualifications, safety performance, preconstruction services understanding and approach, and construction services understanding and approach, totaling 100 points. The City reserves the right to conduct interviews with any or all proposers and to reject any or all proposals.
