About this opportunity

The Regional Transportation District (RTD) in Denver, Colorado is requesting bids for erosion control and seeding at the Sky Ridge and Ridgegate Parkway Park-n-Ride facilities under IFB 326DH015, with bids due September 11, 2026 at 2:00 p.m. electronically through RTD's online procurement portal. A non-mandatory pre-bid briefing is scheduled for August 21, 2026 at 1:00 p.m. via Microsoft Teams, and the written inquiry period closes August 25, 2026 at 2:00 p.m.

The scope encompasses clearing weeds and debris, preparing soil with amendments, and seeding with native fire-wise vegetation blends at two sites spanning approximately 5.5 acres and 241,000 square feet respectively (Sky Ridge Park-n-Ride covers 0.5 acres; Ridgegate covers 5.5 acres). Work includes site demolition, clearing and grubbing to 12 inches below finish grade, soil ripping and conditioning, hydroseeding with specified Pure Live Seed mixtures, and straw or wood cellulose fiber mulch application. Seeding operations are restricted to September 1 through consistent ground freeze or spring thaw through May 15. The contractor must maintain the Light Rail Platform in operational status throughout the project and achieve 75 percent coverage of specified grass species within one year of substantial completion. Contractor must demonstrate not fewer than three years of successful seeding installation experience.

The initial contract period is 120 days from the effective date or Notice to Proceed, with RTD holding a unilateral right to extend performance for up to an additional six calendar months on 60 days' written notice. The contract value is fixed-price on a per-unit basis for supplies and installation or fixed hourly rates for services; total cost is TBD pending negotiation. RTD has not established an SBE participation goal but encourages subcontracting with SBE firms. Bids must remain valid for 90 days from the bid due date. RTD anticipates final selection by September 16, 2026. The contract is governed by Colorado law with exclusive venue in Denver District Court. Contractor must carry Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Automobile Liability of $1 million combined single limit, Workers' Compensation of $1 million per occurrence, and Umbrella/Excess Liability of $5 million per occurrence and aggregate, with RTD named as additional insured. No bonds are required.

Opportunity text

RTD's maintenance team reported significant overgrowth of weeds and concern for long-term soil stability at
the Sky Ridge and Ridgegate Parkway Park-n-Rides. The suggested course of action is to clear the area of
weeds and debris, prepare the site with soil amendments, and seed with a native, fire-wise blend as the
original design intended.
