About this file
This is a General Specifications document for the Regional Transportation District (RTD) Capital Programs, specifically the 4_General_Specifications_-_Sky_Ridge_and_Ridgegate_Erosion_Control_and_Seeding project in Colorado. The document establishes comprehensive administrative, procedural, and technical requirements for contractors performing erosion control and seeding work at the Sky Ridge and Ridgegate Park-n-Ride facilities. The project scope addresses weed overgrowth and soil stability concerns at both locations by clearing weeds and debris, preparing soil with amendments, and seeding with a native, fire-wise plant blend as originally designed. The specifications require contractors to submit a comprehensive quality control plan, construction progress schedule, and detailed submittals within 15 calendar days of Notice to Proceed (NTP). A preconstruction conference must be held no later than 10 days after NTP at RTD offices or another approved location, with all key personnel and authorized representatives present to discuss project responsibilities, schedule, contract language, and coordination procedures.
The specification document emphasizes that all work must comply with RTD's Construction Safety Guidelines, OSHA standards, and applicable federal, state, and local regulations. Contractors must establish and maintain a written Safety Program with a qualified Safety Manager possessing a minimum of five years' progressively responsible experience in field construction projects, current first aid and CPR certification, and extensive knowledge of occupational health and safety regulations. The contractor is responsible for all costs associated with safety programs, temporary facilities, erosion control measures, traffic control, quality assurance and quality control activities, and environmental compliance. No separate payment will be made for general requirements sections including project management, submittals, safety programs, quality control, temporary facilities, traffic control, and erosion control; these costs must be included as incidental to other contract work items. The specifications require contractors to obtain necessary permits, coordinate with RTD's Building and Grounds Access Permit (BGAP) system at least 48 hours before work begins, and maintain compliance documentation on-site for a minimum of three years following final project acceptance.
