About this opportunity
The Rhode Island Department of Elementary and Secondary Education is requesting proposals to manage support professionals for programmatic and fiscal operations across child nutrition, school health, and career and technical education programs under RFP26006760, with proposals due July 14, 2026, at 9:00 a.m. EDT.
Vendors must demonstrate technical qualifications and submit separate cost proposals reflecting hourly rates or alternative fee structures. The vendor Q&A period runs June 15 through June 29, 2026, at 2:00 p.m. EDT. Evaluation criteria include technical merit, cost, and proposed Minority/Women/Disability Business Enterprise (ISBE) participation rates; vendors are required to meet or exceed their proposed utilization rates throughout the contract term.
The initial contract period spans five years from contract issuance, with options for renewal for up to two additional 12-month periods based on vendor performance and fund availability. A state administrative fee of 0.33% of annual contract spend will be withheld upon invoice payment. Place of performance encompasses all Rhode Island child nutrition, school health, and career and technical education programs statewide.
Required insurance includes general liability ($1 million combined single limit), workers' compensation ($100,000 each accident), and automobile liability ($1 million each occurrence). All proposals must be submitted electronically through Ocean State Procures; mailed, hand-delivered, faxed, or emailed submissions will not be accepted. Vendors must register with Ocean State Procures and provide completed certification questionnaires, supplemental bidder attestation forms, and ISBE participation plans. Awards remain contingent on fund availability and the state's discretion.
