About this opportunity
South Jordan City is conducting a Request for Qualifications (RFSQ) to pre-qualify construction contractors for the Zone 7 & 8 Transmission Pipeline and Meter Vault project. The procurement is a two-step process aimed at selecting a minimum of three and maximum of five contractors for a closed Request for Bid (RFB). The project encompasses installing approximately 7,844 feet of 42-inch HDPE pipeline from Bacchus Highway to 7028 West and 11800 South, constructing a JVWCD meter vault with a 30" welded steel pipeline, and managing potential contaminated soils. Contractor qualifications will be evaluated based on 40% qualifications and staff, 20% references and prior projects, and 30% fusion certifications and machinery requirements. Key requirements include demonstrated experience with large-diameter pipeline installations, HDPE fusion certifications, and substantial insurance coverage of at least $2 million per occurrence. The solicitation was posted on September 22, 2025, with a response deadline of October 4, 2025. Pre-qualified contractors will be notified by October 1, 2025, with the Request for Bid estimated for release on October 15, 2025, and an anticipated Notice to Proceed in October 2025.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project requires comprehensive coordination, including interfacing with another agency's contractor and ensuring compliance with the Utah Division of Environmental Response and Remediation's soil management protocols. While no incumbent vendors are mentioned, the project involves integration with existing water system infrastructure, including connections to a future water tank and a JVWCD aqueduct. The solicitation includes technical requirements for electrical connections, telemetry wiring for an RTU, and installation of valves, tees, fittings, combination air valve boxes, and tank drain outlet boxes. Although a specific budget range is not disclosed, the complexity of the project—involving pipeline installation, meter vault construction, and environmental soil management—suggests a substantial capital investment. The total project duration is estimated at 240 days, with completion expected by July 2026.
