This document is a Request for Qualifications (RFQ) issued by South Jordan City for construction services related to the Zone 7 & 8 Transmission Pipeline and Meter Vault project. The solicitation seeks to pre-qualify a minimum of three and maximum of five contractors for a closed Request for Bid (RFB) process. The project involves installing approximately 7,844 feet of 42-inch HDPE pipeline from Bacchus Highway to 7028 West and 11800 South, constructing a JVWCD meter vault with a 30" welded steel pipeline, and handling potential contaminated soils. The anticipated Notice to Proceed is October 2025, with project completion expected by July 2026, and the total project duration estimated at 240 days.
Contractors must meet specific qualifications, including demonstrating experience with large-diameter pipeline installations, possessing required certifications for HDPE fusion, and maintaining substantial insurance coverage (minimum $2 million per occurrence). The evaluation will be based on 40% qualifications and staff, 20% references and prior projects, and 30% fusion certifications and machinery requirements. Pre-qualified contractors will be notified by October 1, 2025, with the Request for Bid estimated to be released on October 15, 2025. REQUEST FOR QUALIFICATIONS
FOR
CONSTRUCTION SERVICES
FOR
ZONE 7 & 8 TRANSMISSION PIPELINE AND METER VAULT
RFQ #2025-020
I. PURPOSE
South Jordan City desires to receive Statements of Qualifications (SOQ) from construction companies (hereinafter referred to as Contractors) to construct the South Jordan City Zone 7 & 8 Transmission Pipeline and Meter Vault. The intent of this solicitation is to pre-qualify a minimum of three (3) and a maximum of five (5) Contractors who will be invited to participate in a closed Request for Bid (RFB) process to perform these construction services.
The process is a two-step process. This first step is the pre-qualification phase. Once qualified, the Contractors will be invited to a closed Request for Bid.
The award of a contract does not guarantee any or all work. The City may terminate its agreement with any Contractor if it finds that terminating that agreement is in the City’s best interest.
Pre-qualification process is mandatory and only prequalified contractors will be allowed to submit a bid.
II. SCOPE OF SERVICES
The PROJECT will consist of:
1. 42-inch HDPE Pipeline. Furnishing and installation of roughly 7,844 feet of 42-inch HDPE pipeline from approximately 12124 S on Bacchus Highway to 7028 West and 11800 South. This part of the project includes the installation of valves, tees, fittings, connection to existing water system, connection to future water tank, commission of transmission line, and miscellaneous appurtenances to the pipelines. Coordination with another agency’s contractor will be required.
2. Meter Vault. Construction of a JVWCD meter vault, 30” welded steel pipeline connecting to JVWCD aqueduct and new 42-inch HDPE Pipeline, combination air valve boxes, tank drain outlet box, asphalt patch restoration in the South Jordan City right-of-way, and all appurtenances necessary for a fully operational meter vault. This part of the project includes electrical connections and work associated with the valve vault and telemetry wiring for a RTU.
3. Project also includes sampling, testing, and handling of potential contaminated soils in accordance with a soil management work plan approved by the Utah Division of Environmental Response and Remediation.
Anticipated date of Notice to Proceed: October 2025.
Due to the specialized construction requirements for the 42-inch HDPE pipeline and the meter vault (including 30” welded steel pipe), the City is requesting that the Contractor has the necessary skills, certifications, and experience to perform the work described above and has sufficient knowledge of APWA standards, South Jordan City requirements, and Utah State regulations related to environmental and drinking water. Contractors shall be able to comply with all licenses, bonds, and insurance coverages necessary to bid on the construction of the project.
The pre-qualification process is mandatory for all those interested in providing a bid for the construction of the Zone 7 & 8 transmission pipeline and meter vault project.
This process includes, but is not limited to City staff reviewing and evaluating submittals in order to select Contractors who will then be invited to submit bids for the construction of the Zone 7 & 8 Transmission Pipeline and Meter Vault project. Contractors need to examine the RFQ carefully to become thoroughly familiar with all conditions and requirements that may affect the work to be performed under the agreement.
Statement of Qualifications shall include the information requested in the Statement of Qualifications Minimum Requirements section (see Section IV) outlined in this RFQ in order for the proposal to be reviewed and scored. Proposals that do not meet the Minimum Requirements will be determined to be ‘Non-Responsive’ and will not be scored.
Contractors are required to acknowledge that all the information listed on the Minimum Requirements and in the Statement of Qualifications sections information is up to date and true. These requirements do not limit a Contractor’s content or exclude any relevant or essential data therefrom. Contractors are encouraged to expand upon the specifications to provide support for their service capabilities under any agreement.
III. MANDATORY CONFERENCE
