About this opportunity
Harris County Precinct 2 is seeking a supplementary professional primary care and mental health concessionaire to provide services at the Access2Health Channelview Wellness Pod Complex through a Request for Qualifications (RFSQ). The procurement aims to address healthcare disparities in the community, specifically targeting the area's sixty-five percent Latino population, with services to be delivered through a three-pod complex consisting of two prefabricated medical units and one restroom. The selected vendor will be responsible for providing clinical services, preventive healthcare, health education, primary care, and psychiatric/mental health services at no cost to the county, with evening and weekend availability. Evaluation criteria will focus on professional qualifications (25%), proposed methodology and service approach (30%), project team experience (25%), and verifiable references (20%). A mandatory pre-submittal conference and site visit is scheduled for October 1, 2025, at 16003 Lorenzo St., Channelview, TX, with proposals due by October 13, 2025. The contract is for two years beginning approximately December 1, 2025, with potential for three one-year renewals.
The contract is funded through Hurricane Harvey 2017 Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, with a $3 million investment in the community wellness infrastructure. While no specific set-aside designations are mentioned, vendors must comply with Harris County's minimum insurance requirements, including maintaining various liability coverages with specific limits and providing insurance through companies licensed in Texas with an A.M. Best rating of at least A-VII. The county anticipates awarding to a single vendor but reserves the right to award to multiple vendors if deemed in the best interest of the county. Vendors must submit a 20-page maximum response and be prepared to negotiate pricing after the initial qualification evaluation. The selected concessionaire will be required to submit monthly outcome reports and quarterly comparison reports demonstrating service impact, and must adhere to a comprehensive Business Associate Agreement to ensure compliance with HIPAA and HITECH Act regulations regarding protected health information.
