About this file

This document is a Request for Qualifications (RFQ) issued by Harris County, specifically targeting a Concessionaire for the County's Access2Health Wellness Pod Complex for Precinct 2 constituents. The RFQ outlines detailed submission requirements for vendors, including a 20-page maximum response that must cover sections such as a transmittal letter, scope of services, pricing information, organizational qualifications, legal documents, and references. Vendors are instructed to submit their qualifications either via the Bonfire platform or as a hard copy to 1111 Fannin, 12th Floor, Houston, TX.

The RFQ emphasizes that Precinct 2 has the highest rate of uninsured constituents with the lowest median income, so all services must be priced reasonably and aim to reduce the uninsured rate. Pricing will not be used in the initial qualification evaluation, but Harris County will later request and potentially negotiate pricing with the most qualified Concessionaire(s). The evaluation criteria will focus on the vendor's professional qualifications (25%), proposed methodology and service approach (30%), project team experience (25%), and verifiable references (20%). Harris County anticipates awarding to a single vendor but reserves the right to award to multiple vendors if deemed in the best interest of the county.
