About this opportunity

The City of St. George, in conjunction with the Washington County Water Conservancy District, is requesting statements of qualifications from design professionals to provide engineering services for the St. George Regional Water Reclamation Facility (SGRWRF) Upgrades, with statements due June 16, 2026 at 2:00 p.m. A non-mandatory pre-SOQ meeting and facility tour will be held June 10, 2026 at 10:00 a.m. Questions are due June 12, 2026.

The scope encompasses preliminary design through final construction documents and engineering support during construction for five primary infrastructure components: front-end equalization storage, reuse filtration system upgrades and new capacity (expanding from 7 MGD to 25 MGD), chlorination system evaluation and design, a new reuse booster pump station, and permitting support. Deliverables include civil, structural, mechanical, electrical, and instrumentation design at preliminary, 30%, 60%, 90%, and issue-for-construction stages, along with opinions of probable construction cost at major milestones. The design professional must comply with program CAD/BIM standards using Autodesk Construction Cloud, conduct 3D clash detection, and participate in monthly coordination meetings with the City, District, and Owner Advisor (Stantec). The facility currently serves the Cities of St. George, Ivins, Santa Clara, and Washington. Work products become the exclusive property of the City. The selected firm may use subcontractors for up to 15 percent of services.

Statements of qualifications are limited to 10 pages (excluding cover page, table of contents, reference letters, and resumes) and are evaluated on four criteria: Key Personnel Qualifications (40 points), Firm Knowledge and Experience (20 points), Management Plan (30 points), and Reference Letters (10 points), with a minimum score of 60 points required. Cost and fee schedules are excluded from submission; pricing is negotiated after selection. The City will pursue fee negotiations with the highest-scoring firm; if unsuccessful, it will proceed with the second-highest-scoring firm. Evaluation is scheduled June 30, 2026, with City Council approval anticipated August 6, 2026. The contract is one year from execution with continuation through work-order completion, renewable annually subject to appropriated funding and satisfactory performance. The District received federal funding through the Bureau of Reclamation's Large-Scale Water Recycling Program (R23AS00433). The City reserves the right to modify the agreement prior to execution and does not obligate payment of preparation costs.
