Design Deliverable Requirements Summary
This is a Design Deliverable Requirements document for the Regional Reuse Program, a collaborative initiative involving the Washington County Water Conservancy District, City of St. George, and Ash Creek Special Service District. The document outlines the procedures, milestones, and quality standards that design consultants must follow when developing engineering deliverables for the Regional Reuse Purification System, a critical infrastructure project designed to produce more than 24,000 acre-feet of water annually by 2046 to serve over 40,000 homes throughout Washington County. The project is divided into five distinct design stages: Preliminary Design, 30% Basis of Design, 60% Basis of Design, 90% Design Documents, and Issue for Construction (IFC) Documents. Each stage requires specific deliverables including reports, design drawings, cost estimates, and supporting documentation that progressively increase in detail and completeness. Design consultants must submit organization charts, maintain detailed project schedules using P6 or Microsoft Project, participate in monthly program team meetings, and conduct workshops following district reviews at each milestone to discuss design progress and address comments.
The document establishes comprehensive quality assurance and quality control requirements that design consultants must complete prior to submission, including individual discipline reviews, coordination reviews, formal clash detection using 3D CAD/BIM models, constructability reviews, and comment tracking logs. Milestone reviews are conducted by the Program Team, with additional reviews required by the U.S. Bureau of Reclamation for components within their funding program and by the State of Utah for treatment facility projects at the preliminary stage. Design consultants are required to prepare Opinion of Probable Construction Cost (OPCC) estimates at designated stages, with supporting quantity take-offs, vendor proposals, and material quotes provided in Excel spreadsheets. All deliverables must comply with program CAD/BIM standards, and the document specifies detailed content requirements for each design discipline including geotechnical, structural, process, mechanical, civil, instrumentation, architectural, electrical, and building mechanical components. The document was most recently revised on May 13, 2026, and serves as a living document subject to annual updates as the Regional Reuse Program evolves.

1 Introduction
1.1 Overview and Purpose
The Regional Reuse Puri8ication System (system) is a critical strategy developed by the
Washington County Water Conservancy District (district) and its program partners, St.
George City and Ash Creek Special Service District, to produce a local, reliable, drought-proof water source that can meet our water needs now and in the future. Through new infrastructure investments, the system will produce more than 24,000 acre-feet of water per year by 2046, enough water to serve more than 40,000 homes. The system will use new and existing water infrastructure network to purify, store, and deliver water throughout
Washington County. Additional information about the Program can be found on the district’s website.
The purpose of the Design Deliverable Requirements document is to outline the type of deliverables needed for projects, introduce general milestones for all projects and summarize the expectation of quality for each design deliverable.
2 Program Procedures for Design Consultant
The guidelines presented below are provided as a baseline of procedures to be employed by the design consultant.
2.1 Organization Chart
The design consultant will provide an organization chart for the project which identi8ies the design team, including discipline leaders and quality reviewers.
2.2 CAD/BIM
Confirm all CAD sheets and BIM models are compliant with program standards.
2.3 Scheduling
A detailed design schedule will be created by the design consultant using P6 or Microsoft
Project. Depending upon project delivery method (i.e., Design-Bid-Build, Progressive
Design-Build), identify key milestones and provide a work breakdown structure that corresponds to these milestones.
The original schedule will be submitted with the scope and fee (or as speci8ied by contract).
Design consultant will manage their work package in conjunction with monitoring milestones for adherence to the project schedule and overall program schedule. The program schedule is developed and maintained by the program partners for all of the reuse projects.
Design consultant will prepare a schedule update monthly and will participate in a monthly meeting with the Program Team to discuss schedule progress, potential issues, and mitigation methodologies. The project risks/risk register will be discussed at this meeting to con8irm the listed items are being appropriately mitigated as part of the design.
The design consultant will schedule a workshop following the district review at each milestone to discuss the work in progress. The design consultant will plan to walk through the design so that reviewers understand the design concept and can gain resolution to comments or questions.
3 Design Stages
Design projects completed for the Program will be developed in 8ive milestones as shown in
Table 3-1 on the following page. Each section in this chapter summarizes each milestone.
Attachment A - Design Stage Milestone Content summarizes the content expected in each deliverable.

3.1 Preliminary Design Report
The planning stage includes planning activities that support the development of a feasibility-level design and cost estimate for the selected project. Feasibility-level cost estimates are typically based on data collected during site investigations that are of suf8icient detail to allow the preparation of preliminary layouts and designs of the selected project.
The Preliminary Design Report includes design drawings to depict facility layout at a level of detail suf8icient to de8ine major cost drivers and obtain quantity takeoffs for cost estimating purposes. The level of detail is suf8icient to support the development of a feasibility level cost estimate, including the layout of proposed facilities (e.g., plan and pro8ile, elevations, typical sections, etc., as applicable); major structural, mechanical, and electrical details; and begin identifying regulatory compliance and mitigation measures.
The level of detail is suf8icient to conduct an environmental analysis consistent with the
National Environmental Policy Act (NEPA) of the analyzed alternatives and begin identifying the range of appropriate compliance and mitigation actions.
3.2 30% Basis of Design Report
Project development under the 30 percent design stage begins after the feasibility-level planning stage and includes design activities and a formal Value Engineering review to reach a 30 percent complete submittal. A “Basis of Design” (BOD) document for the 30 percent design stage identi8ies technical design criteria, design codes, and site-speci8ic design drawings that include plan, elevation, and section drawings. The goal of the BOD is to clearly articulate what will be designed and how that design will be accomplished within the project boundaries.
3.3 60% Basis of Design Report
Project development under the 60 percent design stage begins after the 30 percent stage and includes design activities required to reach a 60 percent complete submittal. The BOD document from the 30 percent design stage is further detailed along with site-speci8ic design drawings that include plan, elevation, and section drawings. The goal of the 60 percent is to incorporate value engineering ideas and involve all technical disciplines in advancing the design.
3.4 90% Design Documents
Project development under the 90 percent design stage begins after 60 percent. This is the
8inal design and includes design activities required to reach 8inal design. A BOD document for the 100 percent design stage identi8ies technical design criteria and design codes. The design plans and specs are prepared to include site-speci8ic design drawings that are completely detailed.
3.5 Issue for Construction (IFC) Documents
The design deliverable is complete, and the Program Team and the regulatory agencies have accepted the detailed design plans and speci8ications as the basis for bidding. Outstanding comments by regulators and Program Team should be addressed prior to bidding.
3.6 Opinion of Probable Construction Cost
Design consultant will prepare an Opinion of Probable Construction Cost (OPCC) estimate for all projects when required as per the stage gates outlined in the Project Delivery
Lifecycle Framework. Consultants working on the design packages shall provide quantity take-offs (provide lists of major equipment or materials by discipline. Excel spreadsheets preferred), vendor cost proposals, material quotes, and detailed drawings and speci8ication documents as required per each design stage to assist the district and OA with project controls and overall program management.
4 Quality Review
Design consultant is responsible for the quality of the deliverable. Quality review shall be completed prior to submission to the program partners and other agencies. Consultants shall submit documentation that a quality review has been completed using their own internal form or they may use Attachment B provided in this document.
• Conduct individual discipline and discipline coordination review for the design.
• Conduct a formal clash detection review using 3D CAD/BIM models.
• Complete a constructability review and incorporate revisions into the preliminary design stage. This review should be completed by staff with significant construction/construction management experience or in collaboration with the
CM/GC contractor where applicable.
• Comment logs for all district/Program Partner/funding agency or regulatory reviews should be prepared and tracked with a formal response to all comments indicating how each comment has been addressed. The district may use the OA to assist with this effort.
Milestone reviews will be conducted according to Table 4-1. District/Program Partner review activities will verify content and con8irm the content of the submittal. Some milestone deliverables will also be reviewed by Reclamation and/or the State of Utah.
Reclamation will review deliverables for components which are part of their funding program. Other funding agencies may also be provided an opportunity to review a milestone deliverable based on the requirements.
