About this file
This is a Request for Statements of Qualifications (RFSQ) issued by the City of St. George in conjunction with the Washington County Water Conservancy District seeking qualified design professionals to provide engineering services for upgrades to the St. George Regional Water Reclamation Facility (SGRWRF). The project encompasses front-end equalization storage, reuse filter capacity upgrades with new filtration systems, increased chlorination capacity, chlorine contact basins, and an on-site reuse booster pump station to support the Regional Reuse Purification System developed by the Program Partners. Statements of qualifications must be submitted by June 16, 2026, at 2:00 p.m. through the EUNA/Bonfire portal and are limited to 10 pages excluding cover page, table of contents, reference letters, and resumes. A non-mandatory pre-SOQ meeting and facility tour will be held on June 10, 2026, at 10:00 a.m. at 2176 Treatment Plant Road, St. George, Utah. Questions regarding the solicitation are due by June 12, 2026. The evaluation phase is scheduled for June 30, 2026, with scoping and contracting in July and City Council approval anticipated on August 6, 2026. The contract may be renewed annually subject to appropriated funding and satisfactory performance of delivery requirements, but continuation beyond the first year is contingent upon adequate federal funding appropriations and federal government permission.
The RFSQ does not obligate the City to award any contract or reimburse preparation costs. Statements of qualifications are scored on four criteria: Key Personnel Qualifications (40 points), Firm Knowledge and Experience (20 points), Management Plan (30 points), and Reference Letters (10 points), with a minimum total score of 60 points required for consideration. The District has received federal funding through the Bureau of Reclamation's Large-Scale Water Recycling Program (Funding Opportunity No. R23AS00433) to support portions of the System and this project. Cost and fee schedules are not to be included in the statement of qualifications submission, as pricing will be negotiated after selection of the responsible design professional with the highest evaluation score. The City reserves the right to modify the Agreement prior to execution and will pursue fee negotiations with the highest-scoring firm; if negotiations are unsuccessful, the City will proceed with the second-highest-scoring firm. All submissions are public records subject to the Utah Government Records Access and Management Act, though vendors may request protected status for trade secrets or certain commercial and financial information.

INTRODUCTION
The City of St George (City), in conjunction with the Washington County Water Conservancy District (District), is seeking statements of qualifications from qualified design professionals to provide Engineering Services for the St. George Regional Water Reclamation Facility (SGRWRF) Upgrades (procurement item).
To extend Washington County’s limited water resources, the District, Ash Creek Special Service District, and City (Program Partners) have partnered to develop the Regional Reuse Purification System (System). More information on the System is available at wcwcd.gov/reuse.
The following proposed improvements to SGRWRF are needed to support the System: front end equalization storage, reuse filter capacity upgrades and proposed new filtration systems, increased chlorination capacity, chlorine contact basins, and an on-site reuse booster pump station. Basic information and details regarding the proposed scope of work for this procurement item are included as Attachment A.
The District has received federal funding for portions of the System and for this project as part of the Bureau of Reclamation’s Large-Scale Water Recycling Program (Funding Opportunity No. R23AS00433) and is required to develop projects through a series of review stages prior to the next phase of funding being released. A description of the design deliverables and required review stages for this project are included as Attachment B.
The following section contains information relating to the procurement item required and describes the criteria and selection process the City and District will use to select a design professional and negotiate a satisfactory contract at a price fair and reasonable to both the City and the District.
