About this opportunity

The Florida Department of Environmental Protection, specifically the Division of Recreation and Parks, Bureau of Design and Construction, is issuing a Request for Statements of Qualifications (RFSOQ) for Statewide Coastal Engineering Continuing Services. This procurement seeks qualified engineering firms licensed to work in Florida to provide comprehensive coastal engineering services for park development and improvements across the state. The scope of work requires firms to design and construct projects in accordance with green building standards, as mandated by Executive Order 07-126 and Section 255.252(3), F.S. Interested firms must submit sealed proposals by July 9, 2025, at 4:00 PM, with key dates including a June 17, 2025 deadline for submitting written questions, June 24, 2025 for posting answers, and an anticipated short list posting on August 13, 2025. The procurement process will include oral discussions scheduled for September 16, 2025, with a recommended award posting expected on October 13, 2025. Firms can obtain the Project Manual by emailing BDC_Contracts@dep.state.fl.us and must communicate through the Vendor Information Portal at https://vendor.myfloridamarketplace.com/.

The Department emphasizes diversity in its procurement program and encourages subcontractors to reflect the full diversity of Florida's citizens. Vendors must comply with specific requirements, including using the U.S. Department of Homeland Security's E-Verify system to confirm employment eligibility for all workers. The solicitation includes provisions for ADA accommodations, with contact information provided for individuals needing assistance. Minority-owned and disadvantaged businesses are strongly encouraged to participate, though no specific set-aside percentages are mentioned in the document. While no specific contract value is disclosed, the statewide nature of the coastal engineering services suggests a potentially significant opportunity for selected firms. Potential protesters must file a Notice of Intent to Protest with the Agency Clerk within 72 hours after the Notice of Intent to Award is posted, following specific procedural guidelines outlined in Florida Statutes and Administrative Code. Interested engineering firms must demonstrate their capability to provide comprehensive coastal engineering services across Florida's park system, with a focus on sustainable and green building practices.
