About this opportunity
The City of Fort Worth Purchasing Division is seeking qualified vendors to establish non-exclusive agreements for aircraft runway deicer products to support the Aviation Department on an as-needed basis through this Request for Quotes (RFQt). The procurement encompasses both solid and liquid deicer products that must comply with Federal Aviation Administration and Society of Automotive Engineers standards; solid deicer must be sodium acetate-based (minimum 97% by weight) and comply with SAE AMS 1431 specifications while remaining effective at 0°F or lower, and liquid deicer must contain 50% potassium acetate by weight, comply with SAE AMS 1435 specifications, and maintain effectiveness at -25°F or lower with a freeze point of -76°F or lower. Deliverables include products delivered to two locations—Meacham Airport Maintenance at 3300 Ross Ave. and Spinks Airport at 450 Alsbury Court—between 7:00 a.m. and 3:00 p.m., Monday through Friday, within 30 calendar days of purchase order receipt, with pricing that includes all standard delivery costs and excludes separate trip fees, truck fees, fuel surcharges, or other unlisted charges. The initial contract term is one year with four optional one-year renewal periods, with potential annual price adjustments upon written documentation of cost increases submitted at least 60 days prior to the requested effective date. Evaluation will be based on unit price, total quote price, terms and discounts, delivery date, testing sample results, the City's special needs and requirements, past vendor performance, vendor responsibility, demurrage charges, freight costs and mileage, and estimated costs of supplies, maintenance, and storage. The deadline for electronic quote submission via the Euna Portal is April 29, 2026, with an acceptance period for proposals extending 90 calendar days from the opening date; bidders must submit completed quotes in the designated bid table format along with Form W-9 and a Conflict of Interest Questionnaire.
This solicitation is subject to the City of Fort Worth's Small Business Program under Ordinance No. 27832-08-2025, which establishes set-aside designations for qualifying small businesses; however, the RFQt does not specify exclusive set-asides that would restrict competition to disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement documentation. Bidders must meet insurance requirements including statutory workers' compensation coverage, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, and auto liability of $1,000,000 combined single limit. Vendors must comply with federal regulations including debarment provisions and the Byrd Anti-Lobbying Amendment for contracts exceeding $100,000, as well as state-mandated certifications regarding boycotts of Israel and energy companies, and non-discrimination against the firearm and ammunition industries. Award will be made to the lowest responsive and responsible bidder, with the City reserving the right to make multiple awards or reject bids in whole or in part based on the City's best interests. No specific budget range or award value is disclosed in the procurement documentation, as pricing will be determined through the competitive bidding process based on vendor quotes submitted.
