About this opportunity

Hall County, Georgia, through its Financial Services Purchasing Division, is soliciting bids under RFQ/P 47-019 for a complete roof replacement at the Hall County Jail, 2875 Browns Bridge Road, Gainesville, with responses due November 19, 2026. Scoring is 800 technical points and 200 cost points out of 1,000, so qualifications drive the outcome. Bidders must show at least five sequential years of experience in the outlined services and provide narratives of at least three similar projects completed within the past three years, including project names, entity names, costs, and reference contacts.

Exhibit G is a ten-question scored questionnaire covering crew leadership, TPO installation experience, subcontracting, inclement-weather and material-protection protocols, workforce succession, and any project terminations. Bidders must answer all ten to avoid a zero score. Apparent award winners may be invited to interviews, demonstrations, or negotiations.

The work covers two components, the Administration Building and the Towers, and bidders must submit a lump-sum price for each plus a combined total. Addendum 2, issued October 21, 2026, adds mandatory unit pricing for all work components, lightning protection system recertification, and permitted thermal scans for warranty purposes. Addendum 1 added six to ten inches of insulation under the existing concrete deck and modified bitumen membrane that was missing from the original scope. The project requires a 20-year manufacturer warranty and a 5-year workmanship warranty, with substantial completion within 60 calendar days of the Notice to Proceed. Documented weather delays qualify for schedule extension. Work runs winter months from daylight to dark, Monday through Saturday, with jail staff presence, enhanced security, and K-9 inspections. Concealed conditions are change orders outside the base bid, with unit prices applying to contingency work such as deck replacement and added insulation. No permits are required and retainage will not be withheld.

Exhibit B sets a 60-day contract term from the Notice to Proceed, fixed pricing, and monthly invoicing in arrears with net 30 payment after inspection. Contractors must furnish a performance bond equal to 100 percent of the award before the Notice to Proceed. Required coverage includes $500,000 workers' compensation, $2 million general liability aggregate, $1 million commercial auto combined single limit, $1 million umbrella, and $1 million per-claim professional liability. The contract is non-exclusive, and the county may terminate for convenience on 60 days' written notice.

Compliance filings include an E-Verify affidavit under O.C.G.A. 13-10-91, a notarized ethics affidavit, a debarment and suspension certification, a Form W-9, and a signed bid response form, with unsigned bids subject to non-responsive treatment. Bid prices must remain valid for 120 days, and bidders must acknowledge both addenda. Under the ethics affidavit, outside communications about the solicitation are prohibited from issuance through final award by the Board of Commissioners. Specifications and drawings are available from mhawkins@hallcounty.org.
