About this opportunity
Hall County, Georgia is requesting sealed bids for complete roof replacement at the Hall County Jail Towers under RFQ/P #47-017, with bids due October 22, 2026 by 2:00 p.m. EST and a mandatory on-site pre-bid meeting on October 9, 2026 at 9:00 a.m. Attendance at the pre-bid meeting is required for bid eligibility.
The scope encompasses removal and replacement of the existing roof with a new 60 mill fleece back TPO system, including surface preparation, heat welding of laps and seams, installation of new boot flashings, replacement of roof edge and drip edge metal, removal and reattachment of lightning protection, and on-site management throughout project duration. The contractor must provide a 5-year workmanship warranty and a 20-year manufacturer's warranty; a manufacturer's representative must inspect the installation upon completion. The contract term runs from issuance of Notice to Proceed until substantial completion and final inspection.
Contractors must be licensed, insured, and bonded in Georgia; provide a letter of bondability; and obtain a performance bond equal to 100% of the contract award amount before receiving a Notice to Proceed. Insurance requirements include workers' compensation ($500,000), general liability ($2,000,000), commercial auto liability ($1,000,000), umbrella liability ($1,000,000), and professional liability ($1,000,000), with Hall County named as additional insured. E-Verify enrollment and employment verification are mandatory, and compliance with the Georgia Security and Immigration Compliance Act is required.
Hall County will evaluate proposals using an 80/20 scoring methodology: 800 points (80%) for technical qualifications and 200 points (20%) for cost. Award will not be made solely on lowest cost but will consider qualifications, experience, references, and approach at the County's discretion. Questions are due October 15, 2026, with responses provided by October 19. Proposals must be submitted in four hard copies and one USB drive with separated technical and cost proposal folders. Hall County is exempt from Georgia sales and use tax and will not pay such taxes, deposits, late fees, or interest charges. A cone-of-silence policy prohibits contact with other bidders or County staff except the Issuing Officer during evaluation.
