About this opportunity
Hall County, Georgia is requesting qualifications and price proposals for complete roof replacement at Hall County Jail under RFQ/P 47-014, with sealed bids due September 17, 2026 at 2:00 p.m. EST and mandatory pre-bid meetings on August 31 and September 2, 2026 at 9:00 a.m. Eastern Time at the jail facility. Attendance at a minimum of one pre-bid meeting is required. Contractors must be licensed, insured, and bonded in Georgia and demonstrate regular business experience in commercial roofing services.
The scope is turnkey roof replacement including removal and disposal of existing roofing and insulation, installation of R-30 insulation board, Dens Deck, crickets, 60 mill white TPO membrane with heat-welded seams, walkways, perimeter enhancements, pipe boots, metal coping and drip edge, and lightning protection reattachment. The contractor must provide a 20-year manufacturer's warranty and 5-year workmanship warranty. The contract term runs from issuance of Notice to Proceed until substantial completion and final inspection by the County's project manager.
Hall County employs an 80/20 scoring methodology: 800 points for technical qualifications and 200 points for cost, totaling 1,000 points. Evaluation criteria include approach, qualifications, references, lead times, and other subjective factors at the County's discretion. The mandatory scored questionnaire requires demonstration of at least five sequential years of roofing experience, three similar projects within the past three years with costs and references, subcontractor details with percentages, workforce expertise, prior termination history, crew supervision, TPO installation experience, daily work schedules, inclement weather procedures, and workforce continuity planning.
The awarded contractor must furnish a performance bond equal to 100 percent of contract value prior to Notice to Proceed issuance. Insurance requirements include workers' compensation ($500,000), general liability ($2 million general aggregate), commercial auto liability ($1 million combined single limit), and umbrella liability ($1 million per occurrence). All workers, tools, equipment, and materials are subject to enhanced security screening at the secure facility. Contractors must submit four hard copies of technical qualifications (one original, three copies in a sealed envelope) and one hard copy of the cost proposal in a separate sealed envelope, plus one USB flash drive containing both folders. Bidder questions are due September 7, 2026, with responses by September 10. Bid responses must remain valid for 120 calendar days. The contractor must comply with Georgia's E-Verify requirement and submit required E-Verify affidavits, ethics affidavits, and W-9 forms.
