About this file

This is a Mandatory Scored Questionnaire (Exhibit G) for RFQ/P #47-014 issued by Hall County, Georgia, for a complete roof replacement project at the Hall County Jail located at 2875 Browns Bridge Road, Gainesville, GA 30504. The questionnaire requires bidders to demonstrate at least five sequential years of experience in providing roofing services, describe at least three similar projects completed within the past three years with detailed project information including costs and references, and specify any subcontracted work with percentages and third-party contact information. The document indicates that the County will evaluate responses based on a 1,000-point scoring system using an 80/20 ratio, allocating 800 points for technical qualifications and 200 points for cost proposals. Apparent award winners may be invited for interviews, demonstrations, or further negotiations.

The questionnaire requires comprehensive responses addressing workforce expertise and employment classifications, prior project termination history, crew leadership and supervision details, TPO roofing installation experience, ability to provide daily work schedules and checklists, inclement weather procedures and material protection protocols, and workforce continuity and succession planning strategies. Bidders must respond to all questions to avoid receiving a zero score, with each question weighted and scored based on completeness, technical abilities, and qualifications. The evaluation emphasizes the contractor's capacity to manage a complex roof replacement project with detailed operational and personnel management practices.
