About this opportunity
The Washington State Department of Enterprise Services, on behalf of the Washington State Criminal Justice Training Commission (WSCJTC), is issuing a Request for Qualifications (RFQ) for architectural and engineering design services to improve the indoor firing range facility located at 19010 1st Avenue South, Burien, Washington. The procurement seeks qualified design firms to develop comprehensive upgrade plans for the facility's 1996-constructed indoor firing range with fifteen tactical lanes, including mechanical engineering for a new 35,000 CFM supply and 38,500 CFM exhaust ventilation system with multi-stage MERV-13 and HEPA filtration, hydronic heating and cooling systems with electric boilers and heat-pump chillers, BACnet DDC controls, and CFD modeling for performance verification. Additional deliverables encompass architectural services for diffuser removal, ceiling grid modifications, LED lighting salvage and reinstallation, wall penetrations, acoustic panel installation, hazardous materials remediation including plenum decontamination and contaminated ductwork removal, site improvements for a fenced mechanical service yard, electrical upgrades including a new 750 kVA utility transformer and 800A distribution panel, roof replacement, and ceiling baffle and target system replacements. Statements of Qualifications must be submitted electronically to the DES Euna Procurement portal by February 19, 2026 at 2:00 pm PT, with finalist notifications expected during the week of March 2, 2026 and firm selection announced by March 9, 2026, with agreement execution anticipated for mid to late March 2026. Evaluation will be scored on a 100-point basis weighted as: Qualifications of Key Personnel (35 points), Relevant Experience (35 points), and Previous Performance (30 points), with firms required to demonstrate experience with indoor firing range projects, state agency construction, occupied renovation projects, and ability to work in continuous operating environments. Project-specific questions should be directed to Project Manager Julie Nakahara at 360.490.7288, and general inquiries to Ryan Grimes at 360.819.6937.
The State of Washington has established aspirational diverse business inclusion goals of 10% Minority Owned Business, 6% Women Owned Business, 5% Veteran Owned Business, and 5% Washington Small Businesses participation; successful firms must register with the DES Diversity Compliance program (B2Gnow) following selection and are encouraged to register in Washington's Electronic Business Solution (WEBS) and the A/E Reference File. The maximum fee limit for the architectural and engineering services agreement is $500,000, with a preliminary Maximum Allowable Construction Cost of $2,500,000 for the overall project, which encompasses design selection through construction completion anticipated to extend from February through May 2027. The existing facility infrastructure includes a campus layout with multiple operational buildings, dormitories, parking facilities, and support structures as illustrated on the WSCJTC campus map, with the firing range building as the primary focus of improvements. Hazardous materials remediation work is estimated at approximately $176,532.40 including contingency, roof replacement involves approximately 7,800 square feet with prevailing wage requirements and a 2-year workmanship guarantee with 20-year manufacturer warranty, and target system replacement is quoted at $213,088.00 for a 15-lane Caliber CR-2TL system with wireless tablet control options. All submissions become property of the State of Washington and are subject to public disclosure under the Public Records Act.
