The project involves designing a comprehensive upgrade to the facility's indoor firing range, constructed in 1996, which currently includes fifteen tactical lanes. The scope of work encompasses mechanical engineering for a new 35,000 CFM supply and 38,500 CFM exhaust ventilation system with multi-stage filtration, hydronic heating and cooling systems with electric boilers and heat-pump chillers, new BACnet DDC controls, and CFD modeling for performance verification. Additional design services required include architectural components such as diffuser removal, ceiling grid modifications, LED lighting salvage and reinstallation, wall penetrations, acoustic panel installation, and hazardous materials remediation including plenum decontamination and contaminated ductwork removal. The project also requires site improvements for a fenced mechanical service yard, electrical upgrades including a new 750 kVA utility transformer and 800A distribution panel, roof replacement, and ceiling baffle and target system replacements. Statements of Qualifications must be submitted electronically to the DES Euna Procurement portal by February 19, 2026 at 2:00 pm PT. The selection process consists of a Phase 1 SOQ evaluation (with optional Phase 2 oral interviews), with finalist notification expected during the week of March 2, 2026 and firm selection announced by March 9, 2026. Agreement execution is anticipated for mid to late March 2026.

The maximum fee limit for this architectural and engineering services agreement is $500,000, with a preliminary Maximum Allowable Construction Cost of $2,500,000.
