About this opportunity

The City of Winder, Georgia is requesting qualifications and proposals for engineering design and construction management services for the Rose Hill Cemetery Master Plan implementation, with submissions due December 15, 2022 at 4:00 p.m. EST.

Rose Hill Cemetery is a 26-acre municipal cemetery established in 1841 with over 5,000 burials. The City adopted the Master Plan in January 2022 and now seeks qualified firms to execute phased improvements including restoration of historic gravestones and walls, development of visitor amenities (chapel, visitor center), infrastructure upgrades (trails, parking, stormwater management), security and lighting, wayfinding, and new interment options (columbaria, scattering garden). All work must comply with the Secretary of Interior Standards for Historic Properties and Guidelines for the Treatment of Cultural Landscapes. The cemetery will remain operationally active throughout implementation, requiring careful project execution to avoid disturbance to existing gravesites. The firm must also provide Ground Penetrating Radar services as part of project work. Specific budget allocations are to be determined by the City in coordination with the selected firm.

Respondents must be licensed in Georgia and demonstrate experience with historic cemetery preservation, cultural landscape management, and municipal clients (including at least three references). The evaluation prioritizes proposal thoroughness regarding scope adherence to the Master Plan, relevant experience, assigned staff qualifications, municipal track record, and design and construction standards knowledge. The City plans to interview up to three qualified firms and may require presentation to City Council during a public meeting.

Submissions require two hard copies (one original, one copy) and one soft copy on USB drive, directed to Beth Reynolds at the City of Winder, 25 East Midland Avenue, P.O. Box 566, Winder, Georgia 30680, or via email at beth.reynolds@cityofwinder.com. Written questions are due November 11, 2022 at 3:00 p.m. Addendum 1, issued November 11, 2022, clarified submission format requirements.
