All design recommendations must comply with the Secretary of Interior Standards for the Treatment of Historic Properties and Guidelines for the Treatment of Cultural Landscapes, given Rose Hill's designation as a cultural landscape. Statements of Qualifications must be submitted by December 15, 2022, at 4:00 pm (EST) to Beth Reynolds, GIS & Special Projects Manager, at the City of Winder address or via email at beth.reynolds@cityofwinder.com. The City plans to interview up to three of the most qualified firms and may require presentation to City Council during a public meeting.
Proposals must address the firm's approach to the project, relevant experience with similar work for local governments (including at least three references), team qualifications and training, and project completion schedule, with preference given to shorter timelines. Evaluation criteria heavily weight the proposal's thoroughness regarding scope of work tasks and adherence to the Rose Hill Cemetery Master Plan, the firm's relevant experience, qualifications of assigned staff, track record with municipal clients, and familiarity with design and construction standards and bidding requirements. Firms must be licensed in the State of Georgia. The City of Winder reserves the right to cancel the solicitation, reject any or all proposals, modify the RFQ, interview selected respondents, and negotiate contract terms. All proposals become the property of the City upon submission, and the cost of proposal preparation is the sole expense of the consultant. Questions must be submitted in writing to Beth Reynolds by 3:00 pm on Friday, November 11, 2022. Bid forms, answers to questions, and any addenda are available on the City of Winder website at https://www.cityofwinder.com.
