About this opportunity

Christopher Newport University is requesting prequalification of subcontractors in five construction trades — concrete, mechanical, electrical, roofing, and fire suppression — for a plant/warehouse construction project (Project 242-17888), with sealed proposals due October 15, 2026 at 2:00 p.m. An optional pre-proposal conference is scheduled for September 15, 2026 at 2:00 p.m. via Google Meet; written questions are due September 22, 2026 at Noon.

The scope is a replacement approximately 61,000-square-foot facility consolidating the University's Plant Operations and Warehouse operations currently dispersed across multiple campus locations. The new building will house Facilities Management skilled trade shops, housekeeping, warehouse space, shipping and receiving, and mail room functions. The facility targets net-zero design principles and energy efficiency. Anticipated construction starts April 2027 with a projected duration of 12 to 14 months.

Prequalified firms must demonstrate bonding capacity equal to or greater than estimated construction costs through surety companies listed in Federal Register Circular 570 and licensed in Virginia. Applicants must provide at least three construction projects of similar scope within the past ten years, with one project for each key personnel member (Project Manager and Superintendent) completed within the past five years. Discipline-specific experience requirements include: Mechanical, a dedicated outside-air system with water-source heat pump and geothermal loop; Electrical, 3000A, 480Y/277V, 3-phase power with 450-kilowatt DC photovoltaic array and 500-kilowatt generator; Roofing, 61,000-square-foot SBS Modified Bitumen systems; Concrete, site-cast and tilt-up concrete bearing walls; and Fire Suppression, NFPA-compliant quick-response and ESFR sprinkler systems. Bidders must submit seven copies (one original in blue ink plus six copies) and one thumb-drive PDF to Christopher Newport University, Office of Procurement Services, 321 Hiden Boulevard, Suite 100, Newport News, Virginia 23606. Submissions must include completed CO-16 Contractor's Statement of Qualifications, Virginia SCC registration form, and Proprietary and Confidential Information Form. Prequalification does not restrict General Contractors from subsequently bidding, nor will General Contractors be precluded if they have not prequalified as trade subcontractors, though self-performance of designated trade scopes requires prior prequalification in that discipline.
