About this file
This is a Request for Qualifications (RFQ) issued by Christopher Newport University, a Commonwealth of Virginia institution, for subcontractor pre-qualification in five construction trades: Mechanical, Electrical, Roofing, Concrete, and Fire Suppression services for a Plant/Warehouse Construction Project (Code 242-17888). The project involves the design and construction of a replacement facility to consolidate the University's Plant Operations and Warehouse operations, currently dispersed across a 36,000 square-foot converted grocery store and a portion of Commonwealth Hall. The new approximately 61,000 square-foot building will house Facilities Management skilled trade shops, housekeeping, warehouse space, shipping and receiving, and mail room functions. The facility will target net-zero design principles and energy efficiency as part of the University's Going Greener initiative, with specialized infrastructure to support coordinated MEP system design. The anticipated construction start date is April 2027, with a projected duration of 12 to 14 months. An optional pre-proposal conference is scheduled for September 15, 2026 at 2:00 p.m. via Google Meet. Sealed proposals must be submitted by October 15, 2026 at 2:00 p.m. local time to Christopher Newport University's Office of Procurement Services at 321 Hiden Boulevard, Suite 100, Newport News, Virginia 23606. Seven copies of each submission (one original in blue ink and six copies) plus one thumb drive in PDF format are required. Written questions must be submitted by email to Denise Patesel at denise.patesel@cnu.edu no later than Noon on September 22, 2026.
Qualification criteria include demonstrated bonding capacity equal to or greater than estimated construction costs through surety companies listed in the Federal Register Circular 570 and licensed in Virginia, as well as substantial experience requirements specific to each trade discipline. Applicants must demonstrate at least three construction projects of similar or comparable scope within the past ten years, with one project for key personnel (Project Manager and Superintendent) completed within the past five years. Experience requirements are discipline-specific and include specialized building systems: for Mechanical, a dedicated outside air system with Water Source Heat Pump and geothermal loop; for Electrical, 3000A, 480Y/277V, 3-phase power with 450KW DC photovoltaic array and 500kW generator; for Roofing, 61,000 square-foot SBS Modified Bitumen systems; for Concrete, site cast and tilt-up concrete bearing walls; and for Fire Suppression, NFPA-compliant quick response and ESFR sprinkler systems. Evaluation criteria also encompass bonding capacity, project references, compliance history, absence of judgments for breach of contract, freedom from substantial non-compliance issues, lack of criminal convictions, and absence of debarment or enjoinment. Proposals must include completed CO-16 forms with required attachments, SCC forms, and a Proprietary and Confidential Information Form. The University reserves the right to conduct site visits to verify claims regarding staff, facilities, and capabilities. No costs incurred by applicants in response to this RFQ will be the responsibility of the University. Prequalification under this solicitation does not preclude firms from subsequently submitting Statement of Qualifications for General Contractor services, nor will General Contractors be restricted from bidding if they have not prequalified as trade subcontractors, though any self-performance of designated trade scopes requires prior prequalification in that specific discipline.

1. Project Description:
Christopher Newport University’s Plant Operations and Warehouse operations are currently housed in a 36,000 SF converted grocery store located at 11 Sweetbriar Dr in Newport News. The department also occupies a portion of Commonwealth Hall, a former motel building on an adjacent site. The approximately 61,000 SF replacement building will house and consolidate the Facilities Management skilled trade shops along with housekeeping, warehouse space, shipping and receiving, and mail room functions into a single building. The proposed construction is envisioned as a phased approach to minimize disruption to these essential services.
When the initial phase is complete, the existing facility will be demolished, and the new parking lot will be completed on the current footprint.
The replacement building will provide spaces for the talented support teams that assist the University with executing its mission. As part of the University’s Going Greener initiative, it is desired that this building be a model of energy efficiency and will target net-zero design principles. The spaces will be highly flexible and adaptable for future needs. The infrastructure of the building will need to support its specialized equipment and will require coordinated MEP system design.
Anticipated Construction Start Date: April, 2027
Anticipated Construction Duration: 12 - 14 Months
2. Justification for CM at Risk or Design-Build procurement methods: N/A
3. Submission Requirements:

Section numbers which are redacted should be identified as follows: Example: Section 3, paragraph B: “Redacted”. The redacted version of the proposal must be carefully edited, altered, and refined by the Offeror in order to protect and maintain complete confidentiality of protected information. Christopher Newport University will not accept responsibility for any public disclosure of proprietary information that is a result of improper redaction by the Offeror. No other distribution of the proposal shall be made by the offeror. Reference the Opening Date, Opening Time and RFP number in the lower left-hand corner of the return envelope or package.
