About this opportunity

Arizona State University is requesting statements of qualifications for Construction Manager at Risk services for the Polytechnic Parking Lot Expansion project on the Mesa campus, with submissions due June 24, 2026. LEED Silver certification at minimum (LEED Platinum as goal) is mandatory and must be obtained within twelve months of substantial completion.

The scope consolidates and expands four existing parking lots (Lots 42, 43, 46, 47) and includes construction of pedestrian sidewalks, pick-up/drop-off zones, Desert Mall completion, storm water management infrastructure, landscaped bio-swales and walkways, parking and mall lighting, blue light stations, signage, site furniture, and Level 3 EV charging stations. The CMAR will provide services during both preconstruction (beginning at Schematic Design phase) and construction phases, assuming responsibility for schedule management, cost control, quality assurance, safety, and scope management throughout construction and a two-year warranty period following substantial completion.

The estimated construction budget is $4.5 million; full project budget will be determined and approved by ASU in conjunction with the selected Design Professional and CMAR. ASU has implemented a Progressive Fee Schedule for preconstruction, construction phase fees, and General Conditions/General Requirements, with final fees established using a Project Complexity Coefficient based on delivery method, project type, scope, location, and schedule. Preconstruction fees are intentionally set above typical market benchmarks to ensure adequate contractor resources and planning rigor, while construction phase fees align with prevailing market standards.

The estimated project schedule runs from schematic design start (May 2026), design development start (July 2026), construction start (December 2026), substantial completion (May 2027), final completion (June 2027), and conclusion of the two-year warranty period (June 2029). ASU reserves the right to cancel all agreements or terminate the contract if deemed unsatisfactory.
