About this file

This is a Project Information and Scope of Services document for Arizona State University's Polytechnic Parking Lot Expansion project, a Construction Manager at Risk (CMAR) procurement. ASU is seeking a single qualified firm to provide CMAR services for the consolidation and expansion of four existing parking lots (Lots 42, 43, 46, 47) located at the 6000 block of East Innovation Way South and 5900 block of South Tweet Street in Mesa, Arizona 85212. The project scope includes construction of new pedestrian sidewalks, pick-up/drop-off zones, completion of a section of Desert Mall, storm water management infrastructure, landscaped bio-swales and walkways, parking lot and mall lighting, blue light stations, signage, site furniture, and Level 3 EV charging stations. The CMAR will provide services during both preconstruction and construction phases, with preconstruction services beginning at the Schematic Design phase. The estimated project schedule includes Design Professional selection in March 2026, CMAR selection in June 2026, schematic design start in May 2026, design development start in July 2026, construction start in December 2026, substantial completion in May 2027, final construction completion in June 2027, and conclusion of the two-year warranty period in June 2029.

The estimated construction budget is $4,500,000, with the full project budget to be determined and approved by ASU in conjunction with the selected Design Professional and CMAR. ASU has implemented a Progressive Fee Schedule for preconstruction, construction phase fees, and General Conditions/General Requirements, with final fees established using a Project Complexity Coefficient based on delivery method, project type (new versus renovation), scope, location, and schedule. Preconstruction fees are intentionally set above typical market benchmarks to ensure adequate contractor resources and planning rigor, while construction phase fees align with prevailing market standards. The CMAR will be responsible for schedule management, cost control, quality assurance, safety, and scope management throughout the project and the two-year warranty period following substantial completion. The project must achieve LEED Silver certification at minimum, with LEED Platinum as the goal, and certification must be obtained within twelve months of substantial completion. ASU reserves the right to cancel all agreements at its discretion and reserves the right to contract with separate entities or terminate the contract if deemed unsatisfactory.

Project Information and Scope of Services

NOTE: ASU reserves the right to cancel all agreements at their discretion.

The selected CMAR will provide effective management of the project’s schedule, cost, quality, safety, scope, and functionality as outlined below, throughout the project and for the duration of the two-year warranty period following substantial completion.

1. Site Description

a. Address: The lots are generally located along the 6000 block of East Innovation Way

South, and the 5900 block of South Tweet St, in Mesa, AZ 85212.

b. Site Map:

2. Project Description

a. The Polytechnic Parking Lot Expansion project will consolidate and expand several existing parking areas (Lots 42, 43, 46, 47) into a larger, single parking lot. The project includes the construction of new pedestrian sidewalks and pick-up/drop-off zones along Tweet Street, completion of a section of Desert Mall, storm water management, landscaped bio-swales and walkways, parking lot and mall lighting, blue light stations, signage, site furniture, and Level 3 EV charging stations.

b. This project will be built in accordance with:

● ASU Project Guidelines

● ABOR Construction Cost Control and Professional Fee Guidelines

● Applicable state and local codes

● ASU Comprehensive Development Plan

● ASU is the Authority Having Jurisdiction (AHJ)

c. ASU intends to award this contract to a single firm. ASU, at its sole discretion, reserves the right to terminate this contract in full, without any further obligation, if officials determine that it is an unsatisfactory instrument to move the project forward. ASU also reserves the right to contract with a separate entity.

3. Construction Budget

Estimated Construction Budget: $4,500,000 Estimated Project Budget: TBD

An approved construction budget will be developed by ASU together with the selected DP and CMAR.

4. Progressive Fee Schedule

a. ASU has implemented a fee schedule to establish consistency, transparency, and alignment with market conditions across all project delivery methods.

b. Preconstruction and Construction phase fees, as well as General Conditions/ General Requirements (GC/GRs) are calculated with a Progressive Fee Schedule.

c. ASU intends to apply fees within the ranges shown below.

d. Final project fees will be established using a Project Complexity Coefficient, considering the factors listed below.

i. Delivery Method (DB, CMAR)

ii. New vs Renovation

iii. Project Scope

iv. Project Location

v. Project Schedule

● Preconstruction Fees have been intentionally set higher than typical market benchmarks to ensure the contractor devotes the appropriate resources, expertise, and time necessary to rigorously plan, schedule, and budget the project. ASU views this investment as critical to achieving cost certainty at GMP and minimizing risk during construction.

● Construction Phase Fees are aligned with prevailing market benchmarks and are applied consistently to ensure equitable treatment of all proposers.

● General Conditions/General Requirements (GC/GRs) may be reviewed and refined on a project-specific basis, subject to Owner approval. While the maximum GC/GRs percentage remains in effect, ASU may consider adjustments to the composition of GC/GRs where appropriate.

● Certain high-cost items may be evaluated to determine whether they are more appropriately a direct cost line item within the Schedule of Values rather than embedded within GC/GRs.

e. These fees may be recalculated if there is a significant change order as required by the

Owner.

5. Estimated Project Schedule

DP Selection March 2026

CMAR Selection June 2026

Schematic Design Start May 2026

Design Development Start July 2026

Construction Start December 2026

Substantial Completion May 2027

Construction Complete June 2027

Two-Year Warranty Term Complete June 2029

6. Scope of Services

a. Proposed services include Construction Manager at Risk (CMAR) services during both the Pre-Construction and Construction phases of the project. Under the conditions outlined below, ASU will enter into separate contracts for the design and construction phase of the Project. Design services will be provided by a separate awarded Design Professional under a separate design phase services agreement.

b. Pre-Construction services are anticipated to begin at Schematic Design Phase of the project or potentially earlier in some cases. Pre-Construction services will include, among others:

● Attend and assist at all meetings and CMAR-designated activities.

● Prepare and maintain a Critical Path Method (CPM) schedule, including phasing if applicable.

● Conduct constructability reviews, system evaluations, and value engineering.

● Provide conceptual cost estimates throughout design to accurately forecast the GMP.

● Collaborate with ASU, Design Professionals, Cx Provider, consultants, and subcontractors.

● Pre-select subcontractors using a qualifications-based process.

● Prepare and negotiate the final GMP with necessary documentation.

c. Sustainability is a very important aspect of the program and this project is expected to comply with the new sustainability guidelines that have been incorporated into the ASU Project Guidelines. In addition, ASU has its own Sustainable Advisory Committee, and the Design Team and CMAR may meet with this committee to address compliance with the guidelines. If the project meets the minimum program requirements set by the U.S.

Green Building Council, it will achieve LEED Silver certification at a minimum, with LEED Platinum as the project’s goal. The CMAR will work directly with the Owner and Design Professional (DP) to meet the established LEED targets. LEED certification must be obtained within 12 months following substantial completion.

d. No Historic Preservation issues are anticipated on this project. ASU will coordinate with Arizona’s State Historic Preservation Office (SHPO) should any issues arise.

e. Additional phases may be released in separate drawing packages if, during the development of the project's scope, schedule, and budget, it is determined that phasing is necessary for optimal execution. It is important to note that the CMAR awarded the first phase is not guaranteed future phases. The awarded CMAR's performance will be continuously evaluated throughout both the preconstruction and construction phases and discussed during weekly meetings with ASU’s Project Manager.

f. If ASU and the CMAR agree on a guaranteed maximum price, and ASU receives the required approvals, ASU and CMAR will enter into an agreement that will cover preconstruction, construction, and warranty services for the project.

g. The above description of the proposed services provides a brief overview and is not a comprehensive outline of the project’s full scope of work. Prospective proposers are strongly encouraged to submit questions to Procurement through the Questions and Answer Board within this SunRISE/Jaggaer electronic bidding portal and attend the scheduled Pre-Submittal for more detailed information.
