About this opportunity
The Washington State Department of Enterprise Services is issuing a Request for Qualifications (RFQ) Phase 1 for design services related to West Campus Hillside Stabilization at the Washington State Capitol Campus in Olympia, Washington. The procurement seeks qualified architectural and engineering firms to address slope stability issues at three identified locations: Powerhouse Slope, Conservatory (Greenhouse) Slope, and Governor's Mansion Slope. Phase 1 deliverables include review of existing geotechnical reports, site evaluation, alternatives analysis for up to three stabilization measures, and prioritization of recommended solutions, with comprehensive reporting, detailed cost estimates, and permit assistance to follow in Phase 2. The submission deadline for Statements of Qualifications is April 16, 2026, at 2:00 PM PT, with an informational meeting scheduled for April 9, 2026, at 10:00 AM PT via Microsoft Teams. Short-listed firms will be notified April 23, 2026, with interviews scheduled for the week of May 4, 2026, and final selection announced the same week. The evaluation criteria consist of two phases: Phase 1 SOQ evaluation scoring Qualifications of Key Personnel (30 points), Relevant Experience (40 points), and Past Performance (30 points); and Phase 2 oral interviews evaluating Organization/Management Plan (25 points), Project Management (25 points), Project Approach (30 points), and Experience (20 points). Responses must not exceed 25 single-sided pages and must be submitted through the DES Euna Procurement portal at https://deswa.bonfirehub.com.
All selected firms must submit a Diverse Business Inclusion Plan and register with the DES Diversity Compliance program (B2Gnow), with aspirational participation goals of 10% Minority-Owned Business Enterprises, 6% Women-Owned Business Enterprises, 5% Veteran-Owned Businesses, and 5% Washington Small Businesses, though no minimum participation levels are mandated as a condition for award. The preliminary Maximum Allowable Construction Cost (MACC) for the overall project is $10,800,000, with design services funding pending for the 2025-2027 biennium and construction funding anticipated for 2027-2029. The state will enter negotiations with the most-qualified firm using the OFM Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects. Consultants should reference the existing 2010 Hillside Evaluation and Preliminary Design Report completed by Golder Associates Inc., which documented comprehensive geotechnical investigation findings and identified four schematic design alternatives with estimated costs ranging from $115,000 to $1,500,000. The state reserves the right to reject any proposal or conduct a new selection process for future project phases, and the consulting services agreement is expected to be executed by late May 2026.
