About this opportunity

The City of Huntsville, Texas is requesting qualifications for engineering design services for the Autumn Road Culvert Replacement project under RFQ 26-10, with submissions due February 26, 2026 at 2:00 p.m. Central Time. This is a qualifications-based selection (QBS) under Texas Government Code Chapter 2254 with no cost proposal required at submission; contract fees will be negotiated following evaluation and are subject to City Council approval.

The project involves replacing a 75-inch diameter railroad tank car culvert under Autumn Road near its intersection with Summer Lane at the Spring Lake Water Plant with a properly sized concrete box culvert to address flooding and erosion. The scope is professional engineering design services only — development of design plans and specifications. The City will take affirmative steps to ensure minority business enterprises, women's business enterprises, and labor surplus area firms are utilized when possible.

The project is funded in whole or in part by a grant from the Texas General Land Office under the Regional Mitigation Program, administered by the U.S. Department of Housing and Urban Development. Respondents must comply with all applicable GLO and HUD requirements, including civil rights, environmental review, and audit requirements. Selected firms must not be debarred or suspended from participation in federally assisted contracts and must maintain records for a minimum of five years after GLO grant closeout.

Respondents must submit five copies of their Statement of Qualifications (one original unbound, four bound copies, and one searchable PDF on USB drive) with tabs addressing firm qualifications (30 points), capacity and personnel (30 points), previous work performance (30 points), and quality of submittals (10 points). Required documentation includes SAM.gov registration proof, a Conflict of Interest Questionnaire, lobbying certification, and insurance evidence. The selected firm must carry commercial general liability of $1 million per occurrence and $2 million aggregate, commercial auto liability of $300,000 per occurrence, and professional liability of $1 million per occurrence and $2 million aggregate, with the City listed as an additional insured. Addendum No. 1 and Addendum No. 2 have been posted; respondents must acknowledge receipt of both addenda with their submissions. Public interviews with selected respondents are anticipated between February 25 and 27, 2026, with contract award preparation scheduled for March 2026.
