About this opportunity
The City of Houston is soliciting Requests for Qualifications under RFQ 2026-0012 for professional engineering services on the OST/Griggs Area Drainage and Paving Improvements, with a pre-submission conference on November 10, 2026 at 9:00 a.m. CT via Microsoft Teams and submissions due December 3, 2026 at 4:00 p.m. CT. The City has set a Women and Small Business Enterprises (WSBE) participation goal of 15 percent of contract value, comprising 4 percent Women-Owned Business Enterprise and 11 percent Small Business Enterprise, and WSBE participation receives a pass/fail assessment.
The scope covers drainage, paving, water, and wastewater improvements in the area bounded by Scott Street, Brays Bayou, Martin Luther King Boulevard, and Yellowstone Boulevard in Council District D. Required disciplines include hydrologic and hydraulic analysis, surveying, geotechnical engineering, environmental services, traffic engineering, utility coordination, landscaping, and tree mitigation. The contract runs in three phases: Phase I (Preliminary Design), Phase II (Final Design and Bidding), and Phase III (Construction Phase Services). Phase I compensation is time-and-materials with a negotiated not-to-exceed amount, and Phases II and III are negotiated lump sums.
Submissions must be filed electronically through Beacon in PDF format and limited to eight single-sided pages, excluding the cover letter, forms, and required documents. Evaluation uses a 100-point technical competence system: key personnel expertise and experience (25 points), project approach (25 points), technical competence and previous project delivery (20 points), schedule plan (15 points), and quality assurance/quality control program (15 points). Pass/fail reviews cover responsiveness, responsibility, financial stability, and WSBE participation. The City reserves the right to request best and final offers and to conduct oral presentations and interviews with shortlisted respondents.
Pre-submission questions are due November 18, 2026 at 4:00 p.m. CT. The City estimates a notification of intent to award in January 2027, a City Council agenda date in February 2027, and a contract start in February 2027. Questions go to Meldy Armendariz, Sr. Contract Administrator, at Meldy.Armendariz@houstontx.gov or 832.395.3646.
