About this opportunity

Orlando Utilities Commission is requesting quotes for monthly retention pond maintenance and treatment services across multiple OUC facilities in Florida, with proposals due July 24, 2026 at 2:00 p.m. local time under RFQ 9405. Note: the due date has passed as of the summary date (July 27, 2026).

The scope covers vegetation and algae control at twelve facilities comprising eighteen individual ponds plus associated infrastructure. Services include management of shoreline grasses, cattails, pennyworts, filamentous and planktonic algae, and floating and submerged vegetation such as duckweed and Hydrilla. All work must comply with local, state, and federal environmental regulations. Addendum No. 1 clarifies that manual vegetation removal following chemical treatment is not expected as a standalone service, and that control efforts at Pines at Windermere Boat dock are limited to 250 linear feet of shoreline rather than submerged areas around the dock. The addendum also confirms that no additional budget is available for initial manual harvesting to bring ponds to maintenance status; bidders must incorporate any necessary initial work within overall proposal pricing.

The contract term is three years, with at least one full inspection and treatment of each pond required monthly. Suppliers must submit separate pricing for each of the twelve locations. Qualified suppliers must demonstrate at least three years of experience in similar services and obtain pre-approval from OUC's Environmental and Risk Management Divisions for all herbicides and chemical treatments, including submission of Material Safety Data Sheets. Pre-award requirements include proof of General Liability and Worker's Compensation insurance, a company business license, and a completed W-9 Form. All work at OUC water treatment plant properties requires coordination with the Water Production Department and at least 24 hours advance notice, with an OUC escort present during service activities. Monthly reporting detailing pond conditions, treatments performed, chemicals used, and problem areas is required. Prospective proposers must acknowledge receipt of all addenda in their submissions. Communication is restricted to Buyer of Record James Norris at jnorris@ouc.com or 407-463-8413.
