About this file

This is a Notice of Intent to Award from the Orlando Utilities Commission (OUC) in Florida for RFQ 9405 Retention Pond Maintenance Services. The award recommendation has been made to Aquatic Management Strategies, Inc. for monthly retention pond maintenance and treatment services across twelve OUC facilities comprising eighteen individual ponds. The scope of work includes vegetation and algae control, management of shoreline grasses, cattails, pennyworts, filamentous and planktonic algae, floating and submerged vegetation such as duckweed and Hydrilla. The original proposal deadline was July 24, 2026 at 2:00 p.m. local time, and the Notice of Intent to Award was issued on July 30, 2026. The contract term is three years, with at least one full inspection and treatment of each pond required monthly. All work must comply with local, state, and federal environmental regulations, and suppliers must provide monthly reporting detailing pond conditions, treatments performed, chemicals used, and problem areas.

Qualified suppliers were required to demonstrate at least three years of experience in similar services and obtain pre-approval from OUC's Environmental and Risk Management Divisions for all herbicides and chemical treatments. Pre-award requirements included proof of General Liability and Worker's Compensation insurance, a company business license, and a completed W-9 Form. Bidders were required to submit separate pricing for each of the twelve locations, with no additional budget available for initial manual harvesting beyond the overall proposal pricing. All work at OUC water treatment plant properties required coordination with the Water Production Department and at least 24 hours advance notice. The apparent successful supplier has the opportunity to execute a contract with OUC, though OUC reserves the right to revoke the award and select the next highest ranked supplier if negotiations fail or to cancel the Notice of Intent to Award at any time prior to contract execution.
