About this file

This is Addendum No. 1 to RFQ 9405 issued by the Orlando Utilities Commission for retention pond maintenance services across multiple OUC facilities in Florida. The RFQ seeks a supplier to provide monthly maintenance and treatment of retention ponds, including vegetation and algae control at nine facilities: Pershing Avenue, Gardenia Facility, St. Cloud Facility, Kirkman Plant, Navy Plant, Skylake Plant, Stanton Energy Plant, Substation 15, and Substation 39. The addendum clarifies that manual removal of vegetation following chemical treatment is not expected, that the ponds are currently being maintained, and that control efforts at Pines at Windermere Boat dock should follow the shoreline specifications shown in the drawing (250 linear feet) rather than extending to submerged vegetation around the dock. Proposals are due no later than 2:00 p.m. local time on July 24, 2026, submitted through VendorLink. Prospective proposers must acknowledge receipt of all addenda in their proposal submissions to avoid non-responsive classifications. There is no pre-bid walkthrough scheduled for this project.

The addendum addresses key clarifications from prospective bidders regarding scope and budget. No additional budget is available for initial manual harvesting services to bring ponds to maintenance status, indicating bidders must incorporate any necessary initial work within their overall proposal pricing. Communication regarding the RFQ is restricted to the buyer of record, James Norris, at jnorris@ouc.com. The question deadline has passed as of the addendum date of July 16, 2026, with answers to submitted questions provided within the addendum document.

Question Answer 1- Is it expected for manual removal of vegetation to be included after chemical treatment? We notice several ponds have Cattails and lilies tussocks which will remain during the period of decomposition if not manually removed.

2-Are these ponds currently being maintained?

1. No manual removal 2. yes 1- For Pines at Windermere Boat dock, should the submerged vegetation around the dock be controlled or is it just the shoreline as indicated in the drawing (250ft linear ft). If it is included how far outward from the end of the dock?

As stated per drawing 1- Several of the ponds seem to need an initial manual vegetation removal in order to get the pond to maintenance status. is there additional budget for this initial harvesting service?

there's no additional budget for the initial harvesting service Is there a page missing (before the maps) for this RFQ? It would be "Page 7 of 7" in the packet. Page 7 is reserved for PreBid Walkthrough, there is NOT one for this project.
