This Request for Quote (RFQ) is issued by the Orlando Utilities Commission (OUC) in Orlando, Florida for retention pond maintenance services. The RFQ seeks a qualified supplier to provide monthly scheduled maintenance and treatment of retention ponds located at twelve OUC facilities, comprising a total of 18 individual ponds plus associated infrastructure at the Pines at Windermere location. Services include vegetation control around pond perimeters (shoreline grasses, cattails, pennyworts), algae management (filamentous, planktonic, and macrophytic), and control of floating and submerged vegetation such as duckweed and Hydrilla. All work must comply with local, state, and federal environmental regulations. The RFQ was issued on July 10, 2026, with responses due by Friday, July 24, 2026, no later than 2:00 pm local time. No pre-response conference has been scheduled. The contract term is three years, with at least one full inspection and treatment of each pond required monthly throughout the entire period. Inquiries should be directed to Buyer of Record James Norris at 407-463-8413 or jnorris@ouc.com.
Suppliers must submit pricing for each of the twelve locations separately, with the total price calculated from individual location quotes. Pre-award requirements include proof of insurance (General Liability, Worker's Compensation, and Automotive), a company business license, and a completed W-9 Form. Suppliers must demonstrate at least three years of experience in providing similar services and must obtain pre-approval from OUC's Environmental and Risk Management Divisions for all herbicides and chemical treatments, including submission of Material Safety Data Sheets (MSDS). All work at OUC water treatment plant properties must be coordinated with OUC's Water Production Department with at least 24 hours advance notice, and an OUC escort must be present during service activities. Monthly reporting is required, detailing pond conditions, treatments performed, chemical types and amounts used, and identification of problem areas. OUC reserves the right to award any item or group of items to one or more suppliers or make no award.
