About this opportunity
The Texas Facilities Commission is requesting qualifications for external construction audit services under RFQ #0008571, with submittals due July 24, 2026 at 3:00 PM. A CPA license in good standing is a mandatory qualification filter.
The scope encompasses comprehensive construction auditing for completed or existing TFC projects, including review of contract compliance, billing validation, change orders, cost tracking, and expenditure monitoring across multiple project delivery methods (general contracting, design-build, construction manager-at-risk, and job order contracting). The selected firm will attend project meetings, prepare written reports with benchmarking and best-practices recommendations, and comply with State Auditor's Office oversight and documentation requirements.
The anticipated total budget for the full six-year term is $600,000. The initial contract term runs three years from execution, with one three-year renewal option by mutual written consent. The contract is contingent on continued state funding availability.
Respondents must carry professional liability and cyber liability insurance each in a minimum of $1 million, plus comprehensive coverage including Workers' Compensation ($1 million), Commercial General Liability ($1 million per occurrence / $2 million aggregate), Business Automobile Liability ($1 million), and Umbrella/Excess Liability ($1 million). All fees and reimbursable expenses—including reasonable lodging and travel at Texas Comptroller rates (excluding travel within 100 miles of the firm's principal place of business unless overnight stays are pre-approved)—are negotiated within the contract limit.
The evaluation committee will score submittals on relevant experience and qualifications (60 points) and proposed methodology (40 points), with company information and litigation history evaluated as pass/fail requirements. An optional pre-submittal teleconference is scheduled for July 9, 2026. Short-listed firms will be notified July 30, with interviews on August 7 and contract execution anticipated by August 31, 2026. HUB subcontracting participation is not required or probable under this solicitation.
