About this file
This Request for Qualifications (RFQ #0008571) issued by the Texas Facilities Commission solicits external construction audit services for completed or existing TFC construction projects. The solicitation seeks qualified firms to provide comprehensive construction auditing services including review of billings, payment applications, change orders, cost tracking, and compliance monitoring across various project delivery methods such as general contracting, design-build, construction manager-at-risk, and job order contracting. The RFQ requires an optional pre-submittal teleconference on July 9, 2026, with a submittal deadline of July 24, 2026 at 3:00 PM. Short-listed firms will be notified on July 30, 2026, with interviews scheduled for August 7, 2026, and contract execution anticipated by August 31, 2026. The initial contract term is three years with one three-year renewal option, creating a potential six-year engagement period.
The anticipated total budget for the full six-year term is $600,000. All submittals must be made electronically through the OpenGov portal with required documentation including company information, relevant experience and qualifications, proposed methodology, litigation history, execution of submittal, and addenda acknowledgments. Respondents must hold a current CPA license in good standing and provide proof of professional liability and cyber liability insurance in a minimum amount of $1,000,000. The contract is contingent upon continued availability of state funding and is subject to termination if appropriations are reduced or eliminated. The evaluation committee will score submittals based on relevant experience and qualifications (60 points) and proposed methodology (40 points), with company information and litigation history as pass/fail requirements. A HUB subcontracting plan is not required as subcontracting opportunities are not probable under this solicitation.

8) In evaluating submittals, TFC may consider information related to past contract performance of a Respondent including, but not limited to, the Vendor Performance Tracking System available at http://www.txsmartbuy.gov/vpts.
