About this opportunity
The City of Ideal, in collaboration with the River Valley Regional Commission and the U.S. Environmental Protection Agency, is seeking a Qualified Environmental Professional to manage a Brownfields Cleanup Grant for the former Ideal School located at 106 Martin Luther King Drive. The procurement is a Request for Qualifications (RFQ) focusing on comprehensive environmental remediation services with four primary service categories: community outreach, report preparation, abatement design and cleanup document development, and cleanup activity oversight. Key deliverables include preparing a Community Involvement Plan, creating outreach materials, developing an Analysis of Brownfields Cleanup Alternatives (ABCA), and conducting hazardous material removal and disposal, specifically targeting asbestos-containing materials in the 30,000 square foot building. The evaluation criteria will assess firm capabilities, project team structure, qualifications, experience, and representative cost ranges. Submissions must be received by 5:00 PM EST on September 19, 2025, with three paper copies delivered to the River Valley Regional Commission in Columbus, GA, and the project is expected to be executed by September 30, 2029.
The RFQ explicitly encourages submissions from Disadvantaged Business Enterprises (DBEs), Minority Business Enterprises (MBEs), and Women's Business Enterprises (WBEs), indicating a commitment to diverse vendor participation. The total EPA Brownfields Grant funding for this project is $433,080, distributed across five primary tasks including outreach ($22,500), programmatic support ($31,950), planning ($96,050), cleanup ($248,000), and cleanup oversight ($34,580). The cleanup approach involves partial demolition, asbestos abatement, and disposal of hazardous materials in a permitted landfill, with an estimated capital cost of $372,000 for the recommended cleanup alternative. The ultimate project goal is to transform the deteriorating site into a potential community center space, aligning with the Greater Macon County Comprehensive Plan's community land use objectives. The contract will be awarded on a "direct costs plus fixed fee, not to exceed a lump sum" basis, with the selected environmental professional working under the City's direction and in collaboration with EPA and Georgia Environmental Protection Division stakeholders.
