About this opportunity

Indian River County, Florida is requesting qualifications for prequalified partners to construct, improve, rehabilitate, maintain, and oversee affordable housing units under 50-year Land Use Restriction Agreements, with statements of qualifications due October 9, 2026 via Bonfire platform by 2:00 p.m. Respondents and their agents are prohibited from communicating with Board of Commissioners, Affordable Housing Assistance Committee, County Administrator, or county staff other than Procurement personnel regarding this solicitation from RFQ issuance through Board authorization of final award; violation results in disqualification.

Partners may prequalify for rehabilitative projects, new construction projects, or both (single-family, multifamily, or combination). All development, improvement, renovation, and rehabilitation costs are the responsibility of the selected partner. Prequalification is valid for five years with annual reopening; as properties become available, eligible partners will be offered opportunities to enter LURAs in rank order based on evaluation scores. Selected partners must comply with Florida income qualification guidelines restricting occupancy to households at or below 140 percent of area median income and state-established rent limits.

The Affordable Housing Assistance Committee will evaluate submissions on a 100-point scale: entity general qualifications (10 points), affordable housing qualifications and experience (30 points), references from government agencies and nonprofits (25 points), financial means to execute projects (30 points), and RFQ compliance (5 points).

Statements of Qualifications must include entity overview, affordable housing experience documentation, references with accurate contact information, funding sources and financing methods, current insurance certificates, and audited financials for the past two fiscal or calendar years. Required certifications include lobbying compliance, anti-human trafficking affidavit, foreign entity ownership affidavit, relationship disclosures (including immediate family and extended family connections with county commissioners or employees under Indian River County Code Section 105.06), and scrutinized companies certifications regarding Israel boycott lists and, for contracts valued at one million dollars or more, Sudan, Iran petroleum energy sector, Cuba, and Syria restrictions. The County reserves the right to reject any or all submissions.
