About this file

This is a Certification Regarding Lobbying form required for submission with bids or offers exceeding $100,000 or any bid that may be paid for under a FEMA Public Assistance Grant in connection with a Request for Qualifications for Attainable Housing Trust Fund Services issued by a Florida county government. The certification requires the undersigned contractor to confirm that no Federal appropriated funds have been paid or will be paid to influence any officer or employee of a Federal agency, Member of Congress, or Congressional staff in connection with the awarding of Federal contracts, grants, loans, or cooperative agreements. The form mandates that contractors include identical certification language in all subaward documents at all tiers and require all subrecipients to certify and disclose accordingly.

Any contractor that has paid or will pay non-Federal funds to influence Federal officials must complete and submit Standard Form-LLL, the Disclosure Form to Report Lobbying, in accordance with its instructions. The certification represents a material fact upon which reliance was placed when the transaction was made or entered into, and submission is a prerequisite imposed by 31 U.S.C. Section 1352. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure, and provisions of 31 U.S.C. Section 3801 et seq. apply to the certification and any disclosure submitted. The contractor's authorized official must sign and date the form, certifying the truthfulness and accuracy of all statements contained therein.
