About this file

This is an Anti-Human Trafficking Affidavit required by the State of Florida for a Request for Qualifications (RFQ) issued by a Florida county for Attainable Housing Trust Fund Services. The affidavit mandates that any entity entering into an executed, renewed, or extended contract with the county must attest under penalty of perjury that it does not use coercion for labor or services. The RFQ seeks qualified partners to construct, improve, rehabilitate, maintain, and oversee affordable housing units, each operating under a 50-year Land Use Restriction Agreement (LURA). Respondents may submit for prequalification in rehabilitative projects, new construction projects, or both.

The affidavit provides a detailed statutory definition of "coercion" under Florida Statute 787.06(13), encompassing seven categories of prohibited conduct including physical force, unlawful restraint or confinement, exploitative debt practices, document confiscation, financial harm, fraud or deceit, and controlled substance provision for exploitation purposes. Additionally, the RFQ prohibits all respondents and their agents from communicating with the Board of Commissioners, Affordable Housing Assistance Committee, County Administrator, or county staff outside of Procurement personnel regarding the solicitation from the time of RFQ issuance until the Board of County Commissioners authorizes final award, with violations resulting in potential disqualification.
